Attendance was limited in response to Governor's Virus orders. CALL TO ORDER: Chair Adair called the meeting to order at 1:00 p.m. PLEDGE OF ALLEGIANCE ACTION ITEMS: 1. Consideration of Board Signature of Order No. 2020-043, Approving the Issuance of Revenue Bonds by Central Oregon Regional Housing Authority County Administrator Anderson introduced the item for presentation. Housing Works representatives David Brandt and Keith Wooden presented via Zoom conference call. Presentations attached to the record. The projects for development are financed by various funding sources. PRESENTATION: Environmental Education Center & Total Recovery Facility: BioCarbon Solutions Global/BioCarbon Fuels LLC BioCarbon Solutions Global representatives Tim Newberry was present at the meeting and Steve Racoosin (via Zoom conference call) proposed a joint venture for this project to convert forms of waste into biocarbon fuels. Consideration of Application for COHC Grant to Purchase GrandPads Molly Wells Darling, Health Services (via Zoom conference call) presented the item for consideration of a $5,000 grant and explained the services that will be provided with the grant funding. Motion Carried 5. Discussion on Marijuana Opt Out Ballot Measure Assistant Legal Counsel Adam Smith presented this item for discussion. The Board made recommendations for language changes. Mr. Smith will provide the Commissioners with redline edits later today and then present the revisions at the Wednesday, August 5 BOCC Meeting. OTHER ITEMS: • Commissioner Adair commented on the critical need for child care and mortgage assistance in our community during the COVID19 pandemic. County Administrator Anderson provided an update on the Secretary of State audit/review work on funding allowances under the CARES Act. Commissioner Adair suggested having additional testing capacity and recommended contracting with a medical provider such as Dr. Jeanne Young. Commissioner Henderson would agree and supports additional testing. Commissioner DeBone suggested researching the specific needs to determine whether it is for supplies or a services of a provider. County Counsel Doyle suggested procurement through the qualified pool process. • County Administrator Anderson spoke on a request from the Circuit Court for a temporary courtroom location at the fairgrounds. BOCC MEETING AUGUST 3, 2020 PAGE 3 OF 4 Commissioner Adair praised the team at the 4H and FFA livestock auction and expressed appreciation for the community's support. • Community Development Department Director Nick Lelack presented the South County vacancy and need for appointment for the Planning Commission. Two strong applications were received and both candidates would meet the need. The Board has met with each of the candidates. Commissioner DeBone advocated for candidate Scott Asia. Commissioner Adair met both candidates in the interview. Commissioner Henderson commented on the backgrounds of both candidates and supported the appointment of Scott Asia as well. Commissioner Adair agrees. Mr. Lelack will prepare the item for approval at an upcoming BOCC meeting. With the stay at home order and lock down of facilities it is increasingly more difficult to provide older adults with mental health and medical support. Older adults currently battle symptoms of dementia, vision loss, hearing loss and dexterity issues, making traditional telehealth technology difficult to impossible to use. Providing the GrandPad will allow Clinician's to access teleheaith technology that has been adapted for older adults. Providing Grandrads will enable clients at risk for decompensation to continue their appointments with their therapists, licensed medical providers and other treatment team members. Clients who maintain contact with their treatment team are less likely to need emergency department intervention, which will help reduce the strain on emergency services that will be felt during the COVID-19 pandemic. FISCAL IMPLICATIONS: There are no additional costs related to this grant. Funds in the amount of $5,000 will be used to purchase 7 GrandPads and pay for 12 months' worth of connection. Older Adult staff will use these GrandPads to create a pilot program that could eventually be used amongst all appropriate older adult clients in the future.
