For BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution to Transfer Appropriations and Decrease FTEs within the * RESOLUTION NO. 2020-054 2020-21 Deschutes County Budget WHEREAS, on July 8, 2020 the Board of County Commissioners approved the reduction of the five vacant FTEs in the 2020-21 County Budget, and WHEREAS, the sum total of $558,590, representing the amount appropriated in the budget for these positions, will be transferred from program expense to contingency, and WHEREAS, ORS 294.463 allows the transfer of appropriations within a fund when authorized by resolution of the governing body, now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. BACKGROUND AND POLICY IMPLICATIONS: During the FY 2020-21 budget deliberations, the Budget Committee discussed the economy and possible negative impacts on various revenue sources. As a result of these concerns, the Budget Committee voted to reduce the number of vacant FTEs by 1.5% of the total County FTE. The first reductions were made at the time of the FY 2020-21 budget adoption, where the Board of County Commissioners (BOCC) approved the reduction of 5.75 vacant positions. On July 8, 2020 the BOCC further reduced County FTEs by 5 vacant positions. The resolution in this staff report requests formal approval to reduce the authorized FTE count by 5 and adjust budget appropriations in the FY 2020-21 budget to reflect the July 8, 2020 decision. Any additional future reductions will be brought to the BOCC for formal budget approval at a later date. FISCAL IMPLICATIONS: Approval of this request will reduce the County's authorized FTE count by 5 and reduce non - contingency appropriations in the FY 2020-21 budget by $558,590.
