Anderson, County Administrator; David Doyle, County Counsel (via Zoom conference call); and Sharon
Keith, BOCC Executive Assistant (via Zoom conference call). Attendance was limited in response to
Governor's Virus Order,
CALL TO ORDER: Chair Adair called the meeting to order at 1:00 p.m.
PLEDGE OF ALLEGIANCE
ACTION ITEMS:
1. Continued Discussion of Heroes Foundation Proposal for a Veterans
Village
County Administrator Tom Anderson presented the item for discussion.
Bend Heros representatives Erik Tobiason and Sam Davis presented an
update on the proposed Central Oregon Veterans Village and application
with the City of Bend for emergency shelter siting. (Presentation attached to

the record) Present via Zoom were JW Terry, Kathy Skidmore, Dick Tobiason,
Peggy Carey, Jon Skidmore, Lynne McConnell, Shelly Smith, and Deschutes
County Property Manager Kristie Bollinger and Planning Manager Peter
Gutowsky.
The application for emergency shelter siting under House Bill 4212 is
anticipated to be submitted by September 1st. Mr. Tobiason reported on
services planned to be provided at the Village and noted one change in the
design is to provide bathrooms in each of the tiny homes rather than a
common bathroom facility in the community building.
Commissioner Henderson suggested working with County Health Services
department as well. Commissioner Henderson also suggested moving the
rock pile from the property. County Administrator Anderson commented on
the zoning and site plan requirements. City of Bend representatives Lynne
McConnell and Jon Skidmore gave input on site plan development. Ms.
McConnell stated public hearing requirements were removed by House Bill
4212 to allow these types of shelters to be built without typical land use
checks. Any outreach to the neighbors will need to occur voluntarily as a
form of applicant good will. Commissioner Adair expressed the importance
of being respectful of the neighborhood. Mr. Tobaison reported the scope of
the project was presented to the adjacent homeowners association. The City
requires additional written correspondence regarding the proposal
document from the applicant with the application.
2. PRESENTATION: Provide an Update on Deschutes County Senior Advisor
Activities
Joe Studer, Senior Advisor was present to report on the activities he
participates in on behalf of Deschutes County and to also give a report on
federal funding that he has secured for Deschutes County. Mr. Studer stated
in his opinion the Deschutes County Senior Advisor, County Forester, Fire
Adapted Communities Coordinator, Cohesive Strategy/Oregon Living with
Fire Coorinator, and Western Regional Strategy Coordinator are all linked.
Mr. Stutler explained his work is on a national and federal level but links to all
of those mentioned positions and contractors. Mr. Studer meets with heads

of agencies to talk about strategies and spoke on calls he participates in as
an area commander and is able to have awareness on the forefront of
wildland fire policy and preparedness. Mr. Stutter serves on the wildland fire
committee through the National Association of Forest Service Retirees.
Through the Western Region Strategy Committee, he is working on new
technologies for fire resistant products.
Mr. Stutler explained there is good work being done where federal and state
agencies are bringing in funding through grants. Mr. Stutler commented on
mitigation grants that are brought in by the Deschutes County's Forester for
projects targeted to build resilient landscapes. Mr. Stutter recommended
the County look into the FEMA mitigation grant entitled BRIC and provided an
informational flyer to the Commissioners.
Commissioner DeBone spoke on the community preparedness to protect
homes and structures from wildfire. Commissioner Henderson asked if the
Board should be providing any other support for the Cohesive Strategy. Mr.
Stutler noted continued support of the Commissioners and of the County
Administrator is greatly appreciated.
3. Acceptance of COHC Grant to Purchase GrandPads
Holly Harris, Health Services (via Zoom conference call) presented the
request of acceptance of the grant in the amount of $5,000.

4. Coronavirus Relief Fund Funding Opportunities
County Administrator Tom Anderson presented this item for discussion
identification of concepts for funding priorities for Deschutes County. Chief
Financial Officer Greg Munn (via Zoom conference call) reported on
reimbursement requests submitted thus far.
Commissioner DeBone commented on the proposed local emergency
declaration regarding youth and noted that funding in the community can be
targeted for our youth. Commissioner Adair commented on child care needs
in the county. Commissioner Henderson also commented on providing
activities for our youth and would like to see a presentation of what is being
done.
The Board considered rebates on environmental health fees for restaurants
for either last year or next year.
County Administrator Anderson introduced Scott Cooper of Neighborlmpact
(via Zoom conference call) to report on the financial needs for the rental and
mortgage assistance programs as well as winter sheltering and COVID
isolation, long-term housing needs and food truck services.
Dr. George Conway (via Zoom conference call) commented on the needs for
additional bilingual services within the Health Service department.
Commissioner Adair stressed the need to improve our COVID messaging for
the Spanish speaking population.
Commissioner Adair requested information regarding expenses for the
emergency operations center and the possibility for federal reimbursements
apart from CARES funds.
Chris Weiler, Health Services (via Zoom conference call) reported on the
space needs for the contact tracers. Space is leased in the Williamson
building for the staff.
Commissioner Henderson suggested requesting reimbursement for the
proposed development for the Veterans Village to include a bathroom in
each tiny home to allow for additional protection from COVID19.

The draft list of possible expenditures identifies a possible building purchase
(motel) for transitional housing services and later for long-term housing
needs. Mr. Cooper stated Neighborlmpact did not include that ask. Mr.
Anderson added the item as an eligible expense (maybe) under the CARES
act.
Commissioner Henderson inquired on the video improvement request for
the Deschutes Services Building as well as the circuit court facility at the Fair
& Expo Center. Mr. Anderson explained there was an error on the circuit
court cost.
Discussion moved to the business support grants. Commissioner Adair
supported looking at assistance but possibly through matching grants.
Discussion held on the meat inspection program and Commissioner DeBone
commented on possibly preparing for partnering in this opportunity.
Mr. Anderson will revise the funding opportunities document for further
consideration by the Board at the Wednesday, August 19 meeting.
S. Discussion to Consider an Emergency Declaration to Assist Children
during COVID19
County Counsel Dave Doyle (via Zoom conference call) presented a draft
Order based on Linn County's format declaring an emergency and directing
resources to assist children during the COVID19. The Board recommended
language changes. Mr. Doyle will distribute a revised version to the BOCC
prior to the meeting of August 19, 2020.
6. Consider Letter of Support of the Steelhead Falls Fuel Reduction Project
Commissioner Adair presented a letter to the BLM in support of the
Steelhead Falls Fuel Reduction Project. Comments are due by August 29,

2020. Commissioner Adair reported on the benefits that will come from this
project.

COMMISSIONER UPDATES:
• Commissioner Henderson reported he has been driving out to the non -prime
resource lands and noted he has found the properties to be extremely
remote.
• Commissioner DeBone participates in the joint Bend Metropolitan Planning
Organization and technical advisory committee and reported on the
discussion of the draft parkway plan.
• Commissioner Adair will have a meeting tomorrow to review options for
another path of traffic for McKenzie Canyon and reported on the need for
volunteer firefighters for Cloverdale Rural Fire Protection District.

EXECUTIVE SESSION:
At the time of 3:37 p.m. the Board went into Executive Session under ORS 192.660
(2) (d) Labor Negotiations. The Board came out of Executive Session at 4:08 p.m. to
direct staff to proceed as discussed.

TITLE OF AGENDA ITEM:
Continued Discussion of Heroes Foundation Proposal for a Veterans Village
RECOMMENDATION & ACTION REQUESTED:
Recommended Action: Consider a proposal from the Heroes Foundation for County
resources necessary to facilitate Veterans Village, a transitional facility for homeless
veterans, and provide direction to staff on any next steps.
Background: The Heroes Foundation, in partnership with Central Oregon Veterans Outreach (COVO) has
proposed the lease of county land adjacent to the 911/OSP building on the public safety campus to establish a
transitional housing facility for area homeless veterans. The request of the county is for leased land, financial
support - both capital and operational - and potential partnership in service delivery utilizing existing county
programs.
With the passage of HB 4212 in the July 2020 special session, for a period of ninety days, land use requirements
and appeal rights within urban growth boundaries are largely waived for emergency shelters for the homeless.
The Heroes Foundation has requested an opportunity to re -visit the Veterans Village concept with the Board of
Commissioners, as land use entitlement costs have been substantially reduced, and potential appeals of the
project have been eliminated.
City of Bend staff are expected to attend the discussion and be able to provide City perspective, as well as
answer questions from the Board.
Fiscal Implications: Estimated at $250,000 for capital construction assistance, plus $100,000 annually for
operational subsidy.

Commissioners, thank you for the opportunity to provide an update of the services provided by
the Senior Advisor position.
Before highlighting specifics, it is important to place in context the Senior Advisor position with
the four other positions either directly or vicariously connected to Deschutes County.
Specifically, the County Forester, Fire Adapted Communities Coordinator, Living With Fire
Coordinator, Western Regional Strategy Committee (WRSC) Coordinator, and finally the Senior
Advisor. An attachment is provided for a summation of responsibilities and connectivity to the
National Cohesive Wildland Fire Strategy.
In addition to serving as the Senior Advisor for Deschutes County, over time the duties and
responsibilities have continued to evolve resulting in a connection to regional (Pacific
Northwest) and national issues involving both wildland fire and natural resources.
Because of the connections of the Senior Advisor to the WRSC, serving as co-chair for seven
years, the following opportunities continue to surface:
• Meetings/conference and virtual calls with a national group, Wildland Fire Leadership
Council (WFLC), which is chaired by the Under Secretaries of Agriculture (Jim Hubbard)
and Interior (Jim Casen); along with the two Under Secretaries, heads of all natural
resource agencies (Forest Service, BLM, BIA, NPS and F&WL), NACO, League of Cities,
NASF, TNC, Homeland Security, DOD and Intertribal Timber Council. These leaders
formulate policy and guidance for the collective agencies for implementation of the
Cohesive Strategy and regularly seek advice from the WRSC on the options of successful
implementation. These meetings (generally 3-4 times/year) provide invaluable
information for both grant funding and direct funding opportunities to federal and state
agencies in Central OR, which is shared with the aforementioned positions and
federal/state agencies. The WRSC and the direct involvement with WFLC has recently
provided two opportunities for future funding for federal, state and local governments
as part of an initial pilot program and a long-term investment strategy for Cohesive
Strategy implementation. Central OR (Living With Fire) is a leading contender.
• The WRSC conducts monthly virtual calls, this provides many audiences to share
successful implementation of the Cohesive Strategy. The success stories of Project
Wildfire, the 5-County Living With Fire, and "why" Deschutes County has a Forester,
continue to resonate. Numerous counties in the western US have chosen to model
these programs, complete with ordinances and similar efforts, the gathering of yard
debris at landfills is particularly attractive.
• Part of the Cohesive Strategy is an integrated wildland response; the Senior Advisor
responsibilities (locally, regionally and nationally) entails serving as Area Commander for
one of only three teams in the United States. This position enables the Senior Advisor to
be at the forefront of the evolution of wildland fire policy for all agencies with these
responsibilities, which is shared both regionally and locally with Central OR agencies. An
example is the recent assignment to complete Wildland Fire Response Plans for all
agencies across the US to address the COVID-19 pandemic, which lasted for 49 days. It is
worth mentioning that the Senior Advisor is the only County employee in the Area
Command system.
• National Association of Forest Service Retirees (NAFSR); the Senior Advisor has been
affiliated with this organization for five years, working with former FS employees on
wildland fire issues and implementation of the Cohesive Strategy. Recently, I was
offered and accepted the opportunity to serve on the wildland fire committee with
NAFSR. To continue to develop this relationship with the Forest Service, have
participated and assisted with two virtual meetings with the NAFSR and the Chief of the
Forest Service to address concerns and perceptions, a third virtual meeting is scheduled
for August 19th to address the issue of fire for resource benefits. During the second
virtual call, Deschutes County was specifically identified as an outstanding example of
Cohesive Strategy implementation with the recent Rosland Road Fire; the Forest Service
Fire Director shared with the virtual call participants that the successful outcome was
directly related to active forest management, a FireWise Community and the great
interagency integrated response.
• In addition to regional and national opportunities/issues, the Senior Advisor continues
to organize the annual Agency Administrator, Elected Officials, Fire Chiefs preparedness
meetings. This year, given the COVID environment, a virtual meeting was held with over
60 participants; in addition, because of the issues with COVID, created a virtual
simulation exercise with Deschutes County Health Department, federal, state and local
government agencies to simulate situations of COVID exposure during a wildland fire
incident with an incident management team deployed and hundreds of firefighters
arriving from across the US.
• New technology development; there are two companies that the Senior Advisor is
working with because of the connection to the WRSC that have developed technology
to either create biochar from wood products and plastics, which has multiple purposes;
the second takes any wood product (with no value) and mixed with plastics creates a
fire proof product including plyboard, railroad ties, siding, decking and other landscape
products. Both companies have connected with national distribution companies and
are using the Cohesive Strategy (resilient landscapes) to sell the product. The Senior
Advisor continues providing Cohesive Strategy input to the marketing strategies and
making connections with federal and state agency technology labs.
• From a personal and professional perspective, when I review the successes of the
programs in Deschutes County (the 5 positions mentioned, the Collaboratives, Joint
Chiefs Programs, FireFree, dozens of grants, direct funding to federal and state agencies,
creation of FireWise Communities, thousands of acres of hazardous fuels reduction,
almost perfect record of structures lost, and most importantly the human life safety
impacts from wildland fire), one of the primary reasons these programs and systems
have been successful has been the unwavering support from Deschutes County, both
the Commissioners and County Administrator.

Acceptance of COHC Grant to Purchase GrandPads
RECOMMENDATION & ACTION REQUESTED:
Staff recommend approval to accept COHC grant funds to purchase GrandPads.
BACKGROUND AND POLICY IMPLICATIONS:
On August 3, 2020, the Board of County Commissioners approved our request to apply for a
"mini -grant" from the Central Oregon Health Council (COHC) to purchase GrandPads. On
August 10, Deschutes County Health Services received notification that we were awarded this
grant. We are requesting approval to receive the funds so that we may move forward with the
GrandPad Pilot Program.
With the stay at home order and lock down of facilities, it is increasingly more difficult to
provide older adults with mental health and medical support. Older adults currently battle
symptoms of dementia, vision loss, hearing loss and dexterity issues, making traditional
telehealth technology difficult to impossible to use. The grant funding of $5,000 will be used to
purchase GrandPad devices for older adult clients. With these devices, Deschutes County
Health Services clinicians will be able to connect with these clients and provide telehealth
services that have been adapted for older adults. Providing GrandPads will enable older adult
clients who may be at risk for decompensation to continue their appointments with their
therapists, licensed medical providers and other treatment team members. Clients who
maintain contact with their treatment team are less likely to need emergency department
intervention, which will help reduce the strain on emergency services that will be felt during the
COVID-19 pandemic.
FISCAL IMPLICATIONS: There are no additional costs or FTE related to this grant. Funds in
the amount of $5,000 will be used to purchase seven GrandPad devices and pay for 12
months' worth of connection for each device. Older Adult staff will create a pilot program for
treatment via use of these GrandPads that could eventually be used among all appropriate
older adult clients in the future.

Coronavirus Relief Fund Funding Opportunities
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County was awarded access to $6AM in CARES Act funding through the
Coronavirus Relief Fund (CRF). To date, the County has been reimbursed for approximately
$1.6M of these funds. Under the CARES Act the balance of unspent funds sunset on
December 30, 2020.
In an effort to both ensure that all allocated funds are spent, as well as ensure that spent funds
are in accordance with the direction of the Board, this initial draft allocation has been
developed for the Board's consideration.
A cross section of County staff involved in a variety of activities related to the pandemic
response have created a list of unfunded but CRF eligible COVID-19 response and recovery
needs in the community.
The list is attached to this staff report for the Board of County Commissioner's consideration
and prioritization. It is expected that the Board will have questions, and direct that more
research be done on the details associated with many of the items. Following completion of
that additional research, staff will bring back an updated spending plan for consideration.
