A Resolution Approving CCBHC-E
Extended Grant Funding, Appropriating
Funding, and Extending FTE within the
2020-21 Deschutes County Budget
* RESOLUTION NO. 2020-059
WHEREAS, Deschutes County Health Services has an estimated $657,618 in unspent
funding through the Certified Community Behavioral Health Clinic Expansion (CCBHC-E) Grant,
and
WHEREAS, The grantor, SAMSHA, approved DCHS to spend the funds via a No Cost
Extension ending on June 30, 2021, and
WHEREAS, it is necessary for the Board of County Commissioners to approve the
CCBHC-E grant No Cost Extension, and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, it is necessary to increase appropriations by $657,618 in Health Services
Program Expense to accommodate this request, and
WHEREAS, it is necessary to extend 3.0 limited duration FTE for an additional 9 months
through June 30, 2021, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE
outside the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:

Section 1. That the following revenue be budgeted in the 2020-21 County Budget:

above -title project and is subject to the terms and conditions incorporated either directly or by
reference in the following:

those restrictions are pertinent to the award.

Treatment of Program Income:
Use of program income — Additive: Recipients will add program income to funds committed to the
project to further eligible project objectives. Sub -recipients that are for -profit commercial
organizations under the same award must use the deductive alternative and reduce their
subaward by the amount of program income earned.
In accordance with the regulatory requirements provided at 45 CFR 75.113 and Appendix XII to
45 CFR Part 75, recipients that have currently active Federal grants, cooperative agreements,
and procurement contracts with cumulative total value greater than $10,000,000 must report and
maintain information in the System for Award Management (SAM) about civil, criminal, and
administrative proceedings in connection with the award or performance of a Federal award that
reached final disposition within the most recent five-year period. The recipient must also make

REMARKS
Post Award Amendment - No Cost Extension
This award approves a 9 month NO COST EXTENSION extending the budget and project
period from 09/29/2020 to 06/30/2021, based on documentation received on 07/28/2020.
You are required to submit an annual cumulative 12-month FFR (SF-425) (PDF 1 268 KB) no
later than 90 days after the close of the original project period as well as a final FFR no later
than 90 days after the end of the No Cost Extension project period as per Closeout guidance.

TITLE OF AGENDA ITEM:
Consideration of Grant Funding Acceptance for CCBHC Expansion and Extending FTE in
Health Services through Resolution No. 2020-059.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution 2020-059, approving acceptance of the CCBHC
Expansion extended grant funding, appropriating the funds and extending 3.0 FTE in
Health Services Fund through June 30, 2021.
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County Health Services (DCHS) has an estimated $657,618 in unspent funding
through the Certified Community Behavioral Health Clinic Expansion (CCBHC-E) Grant.
The grantor, Substance Abuse and Mental Health Services Administration (SAMHSA),
approved DCHS spend the remaining funds through a nine -month No Cost Extension,
ending June 30, 2021. DCHS requests the Board approve acceptance of the funds.
The No Cost Extension will seek to meet six of the remaining eight objectives from the
original grant proposal. Specifically, focus will center on improved diabetes and
hypertension, sanctuary training and implementation, and improved client screening,
assessment, engagement, and referral practices.
In order to do so, DCHS is requesting approval to extend the following 3.0 FTE limited -
duration positions through June 30, 2021:
• 1.0 FTE Administrative Assistant (Position #2115)
1.0 FTE Clinical Information System Administrator (Position #2329)
0 1.0 FTE Patient Account Specialist 11 (Position #2010)
FISCAL IMPLICATIONS: This budget adjustment covers an increase to the Health
Services Fund by $657,618 in appropriation for Fiscal Year 2021. The 3.0 FTE requested
are limited duration ending June 30, 2021.
