A Resolution Approving GenPMTO
Grant Funding and Increasing
Appropriations in the 2020-21
Deschutes County Budget
RESOLUTION NO. 2020-064
WHEREAS, Deschutes County Health Services Fund will receive $143,000 in new grant
revenue through June 30, 2022, from the Generation Parent Management Training (GenPMTO)
grant to fund expenses,
WHEREAS, it is necessary for the Board of County Commissioners to approve the
GenPMTO grant, and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, it is necessary to increase appropriations by $107,000 in Health Services
Program Expense to accommodate this request: now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the following revenue be budgeted in the 2020-21 County Budget:
Health Services Fund
Government Grants and Payments $ 107,000
Total Health Services Fund 107,000
Section 2. That the following amounts be appropriated in the 2020-21 County Budget:
Health Services Fund
Program Expense $ 93,922
Contingency $ 13,078
Total Health Services Fund 107,000
Section 3. That the Chief Financial Officer make the appropriate entries in the
Deschutes County Financial System to show the above appropriations.

Grant Funds for Generation Parent Management Training - Oregon Model (GenPMTO)

RECOMMENDATION & ACTION REQUESTED:
Request Board acceptance of OHA #165788-0 Grant Funds and Resolution 2020-064
Increasing Appropriations to Health Services Fund.
BACKGROUND AND POLICY IMPLICATIONS:
On July 8, 2020, the Board approved Behavioral Health to apply for the Generation Parent
Management Training - Oregon Model (GenPMTO) Grant through the Oregon Health Authority
(OHA). OHA awarded Behavioral Health $143,000 to train and implement the GenPMTO model
from September 1, 2020 through June 30, 2022. Behavioral Health requests the Board approve
acceptance of the funds and increase appropriation to the Health Services Fund for Fiscal Year
(FY) 2021 by $107,000, with $93,922 expended during FY 2021 and $13,078 placed in
contingency for expenditure during FY 2022.
GenPMTO is an evidenced -based treatment modality for children 2-17 years of age and their
parents. The goals of this approach include positive child, youth, and family outcomes, and
improved parent -adolescent relationship to prevent and reduce social, emotional, and behavioral
problems, and strength parenting skills. The grant will fund training's for clinicians associated with
the GenPMTO model. Funds will be distributed as follows: an initial $80,000 for start-up costs and
seven quarterly payments of $9,000. No FTE is requested.
FISCAL IMPLICATIONS: $143,000 from September 1, 2020 to June 30, 2022.
