No citizens or identified representatives of the media were present in the meeting room. This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website http://deschutescountyor.igm2.com/Citizens/Default.aspx CALL TO ORDER: Chair Adair called the meeting to order at 10:05 a.m. PLEDGE OF ALLEGIANCE: CITIZEN INPUT: Commissioner DeBone acknowledged there are citizen comments being submitted through the on-line website and that the concerns/comments are being read by the Commissioners and responses will be sent. BOCC MEETING APRIL 1, 2020 PAGE 1 OF 7 ACTION ITEMS: 1. COVID-19 Update: DCSO Sgt. Nathan Garibay presented an update and various methods of on-line resources. Air quality is being monitored. Air travel is down 93%. Sgt. Garibay reported on the support of testing supplies in the materials and the lab capacity. Sgt. Garibay reported on supplies for personal protective equipment and hopes to receive a shipment of N95 masks within the week. Sgt. Garibay spoke on the services that staff are attempting to provide for the homeless population. Sgt. Garibay asked the Board to have conversations with federal delegation to promote the need of streamlining the process to get supplies into the county. Heather Kaisner, Deschutes County Public Health presented via conference call an update on testing and the work being done in the public health arena. There are 24 current cases in Deschutes County. Cases will be reported on individuals that have recovered from the virus. Health Department Deputy DirectorJanice Garceau reported via conference call regarding behavioral health services and the department's response. Ms. Garceau expressed concern for the lack of supplies for her staff. Dr. Richard Fawcett was present via conference call gave an overview of the Coronavirus. Undated Employee Leave Policy: Human Resources Director Kathleen Hinman presented the temporary leave policy in response to the Coronavirus. Commissioner Henderson recommended language changes to make the policy messaging clear. DEBONE: Motion to accept the proposed changes to the Temporary Policy - Response to Novel Coronavirus/COVID19 HENDERSON: Second, but expressed his opposition. Discussion: Ms. Hinman noted the federal law requirement to provide these benefits to employees effective today. Commissioner Henderson is not against BOCC MEETING APRIL 1, 2020 PAGE 2 OF 7 the policy but stated the policy needs to be better defined. Ms. Hinman explained that direction is needed for the emergency responder exclusion provisions and the top -off provision. Commissioner Henderson expressed his concern on certain language in the policy. County Administrator Anderson offered definition on essential services and how this policy would assist in moving forward. Deputy County Administrator Kropp will revise the wording and present a new draft for the Commissioners. Commissioner Adair called for the vote. Sr. Assistant Legal Counsel Chris Bell clarified the reporting structure for this policy. DEBONE: Amended the motion to include discussion language revisions to the Temporary Policy - Response to Novel Coronavirus /COVI D19 ADAIR: Second VOTE: DEBONE: Yes HENDERSON: No ADAIR: Chair votes yes. Motion Carried Ms. Hinman presented the top -off provision recommendation to allow employees to use leave to ensure full time wages during leave. Ms. Hinman pointed out the calculation of pay. No decision was made. The Board supports having this discussion at a future time. General Update continued: Deschutes County Health Services Dr. George Conway presented a few key messages and stressed the importance of staying home. Dr. Conway recommended moving our meetings to a virtual platform. Commissioner Adair promoted the use of home-made masks; discussion continued re: proper method to clean masks. Commissioner Henderson inquired if there is any effort to institute drive -through testing facilities. Dr. Conway stated there is conversations on that method however there needs to be a better supply of testing materials. BOCC MEETING APRIL 1, 2020 PAGE 3 OF 7 Dr. Eric Wattenberg was present and gave an update on testing. Drive through testing has not provided a good outcome as most people do not need to be tested. The biggest concern is that the proper testing for antibodies is not available. The focus now needs to be on those that have tested positive. RECESS: At the time of 12:22 p.m. the Board went into Recess and reconvened at 1:06 p.m. Travel/Return to Work Policy: Commissioner Henderson inquired what instigated Deschutes County creating the policy. Sr. Assistant Legal Counsel Chris Bell was present via conference call and explained there was concern about county employees traveling during this time. Mr. Bell reviewed the policy. Any employee traveling during this time is recommended to self -quarantine for 14 days. County Administrator Anderson commented on the Governor's orders to stay at home, which may be a violation, and this policy was drafted prior to the stay at home order. The Board was not motivated to approve this policy at this time considering the Governor's ruling. Vacation Rental Discussion: County Administrator Anderson and County Legal Counsel Dave Doyle presented a draft Order stating that the County discourages short term rentals. Mr. Anderson reported on a meeting with the Central Oregon Visitors Association (COVA) and their comments on this situation. Commissioner DeBone brought the topic of the many requests to shut down short-term rentals with the COVA Board yesterday. Mr. Anderson explained the steep decrease in rentals and those that are renting now include first responders and doctors. Commissioner Henderson commented on the different resorts in the area and the long term residency. Commissioner Henderson is in favor of prohibiting rentals except for emergency care responders coming into the community. Commissioner Adair has received comments from those impacted and has concerns of people coming into the community. Commissioner Adair feels we need to prohibit short term rentals. BOCC MEETING APRIL 1, 2020 PAGE 4 OF 7 Commissioner DeBone questioned the proposed Board Order and proposes that 14 days or less be deemed a short term rental stay expect for health and safety scenarios. Commissioner Henderson supports 21 days. Commissioner Adair would like to place this order in effect until April 28. Commissioner Henderson would like to extend the date through May. Details of the Order were reviewed and input given by the Board for language to apply to just the unincorporated areas of Deschutes County. Community Development Department Director Nick Lelack stated 30 days is the benchmark standard for the industry. After discussion, the Board agreed with a 30 day minimum stay for rentals. The Order will remain in effect until May 15, 2020. Commissioner Henderson suggested a press release. Communications Director Whitney Hale has prepared a draft media release and will present it to the Board once the final draft of the Order is presented. External Communications: Communication Director Whitney Hale reported on a draft press release to be submitted in partnership with Sheriff Nelson. The Board expressed support. Fair & Expo Billboard: Ms. Hale reported on the billboards typically used for Fair & Expo events and provided the concept of repurposing the billboards for COVID-19 Updates. The Board supported the use. Coronavirus SQecial Legislative Session Update: Ms. Hale reported that the special session will not occur this week. Event Permits: County Administrator Anderson spoke on event permits processed through the Risk Management Office and asked the Board if there would be a prohibition on scheduled events. The Board asked to review the list on Monday. Finance Update: Chief Financial Officer Greg Munn was present via conference call. Commissioners Adair and Henderson posed questions on the County's revenue status. Mr. Munn reported on the Central Oregon SOS program. Regarding the County's revenue status, Mr. Munn commented on property taxes and collection rates. Mr. Munn stated our average return is below what is forecast in the budget. BOCC MEETING APRIL 1, 2020 PAGE 5 OF 7 Emergency Grant Opportunity: Health Department Deputy Director Janice Garceau was present via conference call to report on a grant opportunity through the Central Oregon Health Council for COVID-19 Relief. Motion Carried Tourism Order: County Counsel Dave Doyle presented the revised Order No. 2020-017, to protect health and safety of the hospital/medical system and citizens of Deschutes County during state of emergency, prohibiting overnight lodging within unincorporated Deschutes County. The Board suggested additional language revisions. HENDERSON: Move adoption of Order No. 2020-017, with recommended amendments.
