BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution in Support of the Proposed South
Redmond US 97 TIF Plan (Urban Renewal)
RESOLUTION NO.2020-065
WHEREAS, ORS Chapter 457 generally allows municipalities to establish urban renewal agencies in
order to access Tax Increment Financing (TIF) to service debt associated with identified urban renewal projects;
and
WHEREAS, to qualify for TIF, urban renewal projects must specifically address "blighted areas" as
broadly defined in ORS 457.010; and
WHEREAS, the list of proposed urban renewal projects appears to address blighted areas and positions
the City of Redmond for continued strong economic growth; and
WHEREAS, Deschutes County will benefit from investment in the large lot industrial area south of the
Fair & Expo Center, including the southerly extension of 19' Street; and
WHEREAS, the ongoing and future impacts of COVID-19 to the economy of Bend, Deschutes County
and Central Oregon are continuing to emerge and may not be fully identified and understood for years; and
WHEREAS, Deschutes County suggests that the City of Redmond, in consideration of the uncertainty
associated with COVID-19 impacts on government budgets, consider an amendment to the proposed South
Redmond US 97 TIF which provides that the subject TIF tax revenue will not be redirected from the countywide
taxing district during FY 22; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, AND ALSO AS THE GOVERNING BODY FOR THE COUNTYWIDE LAW
ENFORCEMENT DISTRICT, THE DESCHUTES COUNTY EXTENSION / 4-H DISTRICT, AND THE
DESCHUTES COUNTY 911 SERVICE DISTRICT as follows:
Section 1. Pursuant to applicable provisions of ORS Chapter 457, Deschutes County, the Countywide
Law Enforcement District, the Deschutes County Extension / 4-H District, and the Deschutes County 911
Service District, in the interest of improving blighted areas and continued economic growth, each support the
proposed South Redmond US 97 TIF.
Section 2. Deschutes County encourages that the City of Redmond, in consideration of the uncertainty
associated with COVID-19 impacts on government budgets, amend the proposed South Redmond US 97 TIF to
provide that the subject TIF tax revenue will not be redirected from the countywide taxing district during FY 22.

Section 3. This Resolution shall take effect immediately from and after its adoption.
