A Resolution Increasing
Appropriations within the 2020-21 RESOLUTION NO. 2020-069
Deschutes County Budget
WHEREAS, Deschutes County's Health Services is receiving additional funds for FY
2020-21 through Oregon Health Authority agreement #159809-17 to fund local public health
COVID-19 expenses, prevention activities, and public health modernization.
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, it is necessary to increase appropriations by $394,502 in Program Expense to
accommodate this request, and
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the following grant revenue be budgeted in the 2020-21 County Budget:
Revenue
Health Services Fund
Beginning Working Capital $ (14,173)
State Grant 408,675
Total Revenue
Section 2. That the following amounts be appropriated in the 2020-21 County Budget:

Consideration of Board Signature of Resolution No. 2020-069, Approve a Transfer of
Appropriations in the FY 2020-21 Deschutes County Budget
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution 2020-069, Increasing the FY 2020-21 budget
appropriations in the Health Services Fund by $394,502.
BACKGROUND AND POLICY IMPLICATIONS:
Health Services is receiving additional funds for Fiscal Year (FY) 2021 through Oregon Health
Authority (OHA) agreement #159809-17.
Health Services is requesting a budget adjustment appropriating $394,502 of the additional funds
from OHA agreement #159809-17; The bulk of the appropriations will go to temporary hires for
COVID-19 contact tracing ($205,000), a COVID-19 campaign ($50,000), increased medical
supplies ($49,926), and contracted services for tobacco prevention and epidemiology.
FISCAL IMPLICATIONS:
This budget adjustment authorizes an increase in budget appropriations of $394,502 in
Program Expense for the Health Services Fund.
