OTHER ITEMS:
• County Administrator Anderson and (present via Zoom conference call
Communications Director Whitney Hale) presented consideration of
audio/visual improvements for the meeting rooms in the Deschutes Services
Building. Commissioner DeBone recommended including a system for
adjusting the window shades to improve presentations and block out glare.
The Board expressed support in proceeding with the project.
County Administrator Anderson reviewed the status of next steps for the
ongoing issues surrounding Harper Bridge and commented on upcoming
meetings with direct stakeholders. The first meeting will be scheduled on
Tuesday, November 17 with the Deschutes River Recreation Homesite
Special Road District. The meeting will be held in both a virtual format as
well as limited attendance in the BS conference room. County Administrator
Anderson also commented on meetings with the SROA and Crosswater HOA.
There is a tentative date of Friday December 18 at 9:00 a.m. at a location to
be determined for the SROA meeting.
• CARES Act Funding:
Chief Finance Officer Greg Munn (via Zoom conference call) presented the
update on the CARES Act Funding.

• Public Health Update: Nahad Sadr-Azodi presented an update on public
health statistics for COVID19 via Zoom conference call. Presentation
attached to the record.

11.COVID19 Update
Mosaic Medical Staff present via Zoom conference call were Director of
Stategy and Development Elaine Knobbs-Seasholtz and Chief Executive
Officer Megan Haase, each of whom presented an update on the work
being done through Mosaic Medical with COVID19 testing. Dr. George
Conway (via Zoom) commented on the grant agreement with Mosaic
Medical and expressed the need to include drive up capacity for the
testing services along with the mobile unit.
EXECUTIVE SESSION:
At the time of 1,17 p.m. the Board went into Executive Session under ORS 192.660
(2) (e) Real Property. The Board came out of Executive Session at 1:56 p.m.

In response to the COVID-19 public health emergency, Oregon Governor Kate Brown issued Executive Order
20-16 directing government entities to utilize virtual meetings whenever possible and to take necessary
measures to facilitate public participation in these virtual meetings.
Beginning on May 4, 2020, meetings and hearings of the Deschutes County Board of Commissioners will be

Consideration of Approval to Reclassify Peer Support Specialist Position to Behavioral
Health Technician
RECOMMENDATION & ACTION REQUESTED:
Staff recommend approval of the reclassification of position 2718, Peer Support Specialist,
to a Behavioral Health Technician.
BACKGROUND AND POLICY IMPLICATIONS:
The front desk position at the Deschutes County Stabilization Center (DCSC) has been
covered by a Behavioral Health Technician whose hours spanned part of day shift and part of
swing shift, and we had a variety of other staff fill in during the gaps. Due to the volume we are
seeing at the DCSC, this is no longer sustainable.
Our existing Behavioral Health Technician will be moving to day shift, and we need full-time
coverage for swing shift more than we need another Peer Support Specialist. For this reason
we are asking to change vacant position 2718, Peer Support Specialist, on swing shift, to a
Behavioral Health technician.
In addition, we are requesting extension of the limited duration of this position from June 30,
2021 to June 30, 2022. The position will be funded in FY 2022 by the IMPACTS grant, which
runs through June 30, 2022.
FISCAL IMPLICATIONS:
The increased cost would be covered by COHC and IMPACTS grant funds. The position is
limited duration and would begin on the date of hire and end June 30, 2022. COHC funds
would cover the cost of the position until June 30, 2021, and IMPACTS funds would cover the
cost of the position from July 1, 2021, to June 30, 2022. No additional funding will be required
to-support-this-increase-in-costs-due-tovacancy -savings -in-FY 2021. Both -the GOHO-and
IMPACTS grant will absorb this additional cost in their existing budgets.
