A Resolution to Reallocate and
Increase FTE within the 2020-21
Deschutes County Budget
* RESOLUTION NO. 2020-070
WHEREAS, on November 16th, 2020, the Board of County Commissioners verbally
approved a reallocation of 0.1 FTE of an existing vacant Public Health Nurse II and an additional
increase of 0.1 FTE to an existing 0.8 Public Health Nurse II position to create a 1.0 position, and
WHEREAS, it is necessary to reallocate 0.1 vacant FTE and increase 0.1 FTE to a Public
Health Nurse II position, and
WHEREAS, adequate funding and appropriations exist in the FY 2020-21 budget, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE
outside the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:

Consideration of Resolution 2020-070 Reallocating Vacant FTE and Additionally Increasing
FTE for a Public Health Nurse II Position
RECOMMENDATION & ACTION REQUESTED:
Approval of Resolution 2020-070 reallocating 0.1 vacant FTE and additionally increasing
0.1 FTE to an existing Public Health Nurse II position.
BACKGROUND AND POLICY IMPLICATIONS:
On November 16th, 2020, the Board of County Commissioners verbally approved the
reallocation of 0.1 vacant FTE and an additional increase of 0.1 FTE to an existing 0.8 Public
Health Nurse 11 position to create a 1.0 position.
The position is currently responsible for daily operations of the Deschutes County Health
Services Immunization Clinic and Outreach Vaccination clinics in the community that target
vulnerable populations and facilitation of the school immunization reporting process. The
increased capacity will:
-Enable more robust work toward addressing the growing vaccine hesitancy and nonmedical
exemptions;
-Provide education and build partnerships with clinical partners to increase immunization
rates,
- Contribute to COVID-19 vaccine distribution and logistics for roll -out and ongoing
community coverage.
FISCAL IMPLICATIONS: There are no fiscal implications to the FY 2020-21 Health Services
budget because the increase in 0.1 FTE is covered by vacancy savings.
