BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON
A Resolution to Transfer Contingency
and Extend FTE within the 2020-21
Deschutes County Budget
RESOLUTION NO. 2020-073
WHEREAS, Deschutes County Health Services Drug Free Community Grant concludes in
December 2020, and Health Services is currently re -applying for the grant, which if awarded would
begin on December 31, 2020, and
WHEREAS, Deschutes County Health Services currently employs a Community Health
Specialist II working on the Drug Free Community Grant and is requesting a one month FTE
extension of this position through January 31, 2021, in potential anticipation of being re -awarded
the grant and to allow for a transition period while the potential grant documents are finalized, and
WHEREAS, ORS 294.463 allows the transfer of contingency within a fund when
authorized by resolution of the governing body, and
WHEREAS, it is necessary to transfer $9,500 from Contingency into Program Expense
within the Health Services Fund, and
WHEREAS, it is necessary to extend 1.0 limited duration FTE for an additional 1 month
through January 31, 2021, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE
outside the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:

Section 1. That the following transfer of contingency be made:

TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution 2020-073, Transferring Contingency and
Extending FTE in Health Services Fund for the Drug Free Communities Grant.
RECOMMENDATION & ACTION REQUESTED:
Request Approval of Resolution 2020-073, Transferring Contingency and Extending FTE
for one month for a Community Health Specialist II in Health Services Fund.
BACKGROUND AND POLICY IMPLICATIONS:
The Deschutes County Health Services (DCHS) Prevention Program has been a recipient of
a 5-year Substance Abuse and Mental Health Services Administration (SAMHSA) Drug Free
Communities Grant, which ends December 2020. The grant, which will be administered
by the Center for Disease Control and Prevention (CDC) moving forward, and is offering a
6-10 year grant to begin December 31, 2020 and runs through September, 2025. DCHS
has re -applied and CDC is expected to notify candidates in mid -December of awards.
The Drug Free Communities (DFC) grant supports 1.0 full-time equivalent (FTE)
Community Health Specialist II (position #2351), which is limited duration through
December 2020. DCHS requests a one -month extension through January 2021. If the
grant is awarded, DCHS will return to the Board to request accepting the funds and to
extend the position. To cover the one -month personnel expense, DCHS requests
transferring $9,500 from contingency.
FISCAL IMPLICATIONS:
Extend position #2351 to January 31, 2021, and transfer $9,500 from contingency into
personnel expenses.
