Present were Deschutes County Commissioners Phil Henderson, Patti Adair, and Anthony
DeBone.
DRRH Road District Board Members Scott Asla and Bill Inman.
Also present were Tom Anderson, County Administrator; Chris Doty, Road Department
Director and Stefanie Crowe, Videographer. Attendance was limited due to Governor's Virus
Orders.

CALL TO ORDER:
Chair Adair called the meeting of the Deschutes County Board of
Commissioners to order at 6:00 p.m.

INTRODUCTIONS
1. History of DRRH Road District #1
Scott Asia explains that DRRH Road District is 32 miles of gravel road from
the south and east of Harper Bridge. The district has one full time employee
and one seasonal employee. The District has recently committed $320,000 to
new road material, a water truck was purchased a few years ago to keep the
dust down and within the last few month the District purchased a new
grader. Commissioner DeBone thanks the Board members for their
commitment to this District. He asked how.many lots are in the District. Bill
Inman estimates about 300 lots. Many are wetland type lots and nonbailable.
Chris Doty thanks the District for being a great partner with the county.
2. Harper Bridge
Staff Report
Mr. Doty briefed the Commissioners and the Road Board on the history of
Harper Bridge- 1908 to present. He goes on to explain the growth of the
area, the 2018 study and the 2019 improvements by the county. In 2020 the
river usage increased causing even more concerns in the area. Mr. Doty
explains several options moving forward to help mitigate traffic and
pedestrian safety at Harper Bridge.
Discussion
Mr. Asia states that the increased usages of the Harper Bridge area is due to
Parks and Rec closing the water park in Bend and Sunriver closing their boat
ramp. He adds that this area sees a lot of out of state folks visiting. Mr. Asia
mentions that all stakeholders in the area need to meet and find solutions.
Mr. Inman voices his concern for the safety of people crossing Spring River
Rd by the bridge. Mr. Inman would like to see pedestrians off the roadway as
well as parking. Having clear boat launches on both sides of the bridge would
be helpful. Commissioner Henderson concurs with the idea of having
everything on one side of the road or a shuttle service. Administrator
Anderson mentions that acquiring the parcel to the north of the bridge. Part
of the property is wetlands but part of it is not. To obtain the property all
stakeholders owning land there would need anonymous vote. There was
some discussion of parking on Lunar Rd which is part of the Road District.

3. Other Issues of Mutual Concern
Commissioner Henderson mentions previous conversations with Sunriver
over river access concerns.
There will be further meetings in the future between DRRH Road District #1
and Commissioners.

6:59 p.m.
