A Resolution to Extend
FTE within the 2020-21
Deschutes County Budget
* RESOLUTION NO. 2020-074
WHEREAS, on March llth, 2020, the Board of County Commissioners approved
Resolution 2020-014 accepting Central Oregon Health Council (COHC) funds and increasing
limited duration FTE in support of the Deschutes County Stabilization Center (DCSC), and
WHEREAS, the COHC funding supporting said DCSC limited duration positions is
nearing exhaustion, and
WHEREAS, the DCSC limited duration positions now have alternative funding through

Justice Commission and approved by the Board of County Commissioners on July 22nd, 2021 as
Resolution 2020-050, and
WHEREAS, it is necessary to extend 3.2 limited duration FTE through June 30, 2022, to
coincide with the IMPACTS grant, and
WHEREAS, adequate funding and appropriations exist in the FY 2020-21 budget, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE
outside the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:

TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution No. 2020-074 to Approve an Extension in
Limited Duration FTE in the FY 2020-21 Deschutes County Budget
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution No. 2020-074 extending 3.2 limited duration
FTE through June 30th, 2022, in support of the Deschutes County Stabilization Center.
BACKGROUND AND POLICY IMPLICATIONS:
On March 1 lth, 2020, the Board of County Commissioners approved Resolution 2020-014 accepting
Central Oregon Health Council (COHC) funds and increasing limited duration FTE in support of the
Deschutes County Stabilization Center (DCSC).
Currently, COHC funding for the positions is nearly exhausted, and the DCSC limited duration positions
now have alternative funding through June 30th, 2022, via the second year of the Crisis IMPACTS
Grant. The IMPACTS grant was awarded by the Oregon Criminal Justice Commission and approved by
the Board of County Commissioners on July 22nd, 2021, as Resolution 2020-050.
This Resolution extends 3.2 limited duration FTE from 6/30/2021 to 6/30/2022 to coincide with the
IMPACTS grant funds and to support the DCSC.
FISCAL IMPLICATIONS: There are no fiscal implications. The 3.2 limited duration FTE were
previously accounted for within the second year of the Crisis IMPACTS grant.
