2021-74-Resolution No. 2021-009 Recorded 3/1/2021Recorded in Deschutes County CJ2021-74 Nancy Blankenship, County Clerk Commissioners' .journal 03/01 /2021 1:10:33 PM ���Sfs�oGy II'll�l'II"II�IIIII'IIIIIII REVIEWED 2021-74 "'' LEGAL COUNSEL For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Increasing Appropriations and Increasing FTEs * RESOLUTION NO. 2021-009 within the 2020-21 Deschutes County Budget WHEREAS, On February 22nd, 2021, the Board of County Commissioners verbally approved an increase of appropriations in the Health Services fund by the amount of $340,274 in support of COVID-19 regional vaccination distribution and recovery efforts, and WHEREAS, On February 22nd, 2021, the Board of County Commissioners verbally approved an increase of 9.0 limited duration FTE in support of COVID-19 regional vaccination distribution and recovery efforts, and WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by resolution of the governing body, and WHEREAS, it is necessary to increase Program Expense appropriations in Health Services by $340,274 to accommodate this request, and WHEREAS, an increase of 9.0 limited duration FTE is requested to support the scope of work, and WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE outside the adopted budget be approved by the Board of County Commissioners; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following revenue be budgeted in the 2020-21 County Budget: Health Services Fund Federal Grant $ 340,274 Total Revenue 340.274 Page 1 OF 2-Resolution no. 2021-009 Section 2. That the following amounts be appropriated in the 2020-21 County Budget: Health Services Fund Program Expense $ 340,274 Total Appropriation 340,274 Section 3. That the Chief Financial Officer make the appropriate entries in the Deschutes County Financial System to show the above appropriations. Section 4. That the following FTE be added: Public Health Nurse II Limited Duration 3/l/2021-12/31/2021 1.00 Public Heath Educator II Limited Duration 3/l/2021-12/31/2021 1.00 Operations Officer Limited Duration 3/l/2021-12/31/2021 1.00 Health Services Supervisor Limited Duration 3/1/2021-12/31/2021 2.00 Admin Support Technician Limited Duration 3/1/2021-12/31/2021 1.00 Health Services Supervisor Lhited Duration 3/l/2021-6/30/2022 1.00 Behavioral Health Manager Limited Duration 3/l/2022-9/30/2023 1.00 Admin Support Specialist Limited Duration 3/l/2022-9/30/2023 1.00 Total FTE 9.00 Section 5. RECOMMENDATION & ACTION REQUESTED: Staff recommend approval of Resolution 2021-009 increasing appropriations in Health Services by $340,274 and increasing 9.0 limited duration FTE in support of COVID-19 regional vaccination distribution and recovery efforts. BACKGROUND AND POLICY IMPLICATIONS: On February 22°d, 2021, the Board of County Commissioners verbally approved an increase of appropriations in the Health Services fund by the amount of $340,274 and an increase of 9.0 limited duration FTEs in support of COVID-19 regional vaccination distribution and recovery efforts. FISCAL IMPLICATIONS: Resolution 2021-009 approves a 340,274 increase in appropriations to Health Services funded by FEMA, for the purpose of COVID-19 regional vaccination distribution and recovery efforts. Health Services and Finance are confident of FEMA reimbursement, County General Funds (CGF) will be requested at a future date to cover these positions should the County not be eligible for, nor receive, FEMA reimbursement prior to September 30, 2021.
