9:00 AM MONDAY, Mare 8, 2021 ZOOM CONFERENCE CALL
A conference call was held on Monday, March 8, 2021 at 9:00 a.m. via Zoom Conference call for a weekly
scheduled event during this 2021 Legislative Session. Chair Commissioner DeBone called the meeting to
order. No identified representatives of the media were in attendance.

Legislative Priorities Discussion
SB 113
Whitney Hale prepared a support letter for the Boards' consideration. There is a
scheduled work session hearing on Thursday.
Commissioner Adair motions to sign a letter in support of SB 113. Commissioner
Chang Seconds. All in Favor.
H B 2488
Nick Lelack mentions that he has been coordinating with AOC. This is a Goal 20 bill
to address climate change. No local governments have submitted comments. Mr.
Scheuers mentions that League of Women voters are heavily involved in the bill.
Commissioner Chang would be interested to see what problem this bill is trying to
solve. Commissioners take no position at this time. The hearing is scheduled
Monday at 1 p.m.

Smith has drafted bullet points for testimony. DOJ let DOR know that they are going
to introduce amendments which are the same ones that they shared with the
county a few weeks ago. Commissioner DeBone asked if there is any resistance to
this bill. Mr. Scheuers replied that he has not heard of any opposition. Tom
Anderson asks how much the County wants to focus on retroactive revenue.
Commissioner DeBone agrees to give background and testimony at Monday's
hearing.
H B 2177
Mr. Anderson mentioned receiving a note from District Attorney Hummel on HB
2177. This bill would generate funding from counties that have more than 500
felony cases per year. Funding received would support technology improvements in
the state court system. If this bill were to pass, this could cost Deschutes County
approximately $500,000. Mr. Scheuers mentions that AOC and the District
Attorney's Association is opposing this bill and are very involved. There is a hearing
scheduled for Wednesday. Commissioner Chang asked if these technology
improvements would have any impact in Deschutes County. Commissioners agree

to watch this bill and have Mr. Hummel provide more information at the March 12
legislative meeting.
