within the 2020-21
Deschutes County Budget
RESOLUTION NO.2021-018
WHEREAS, On March 241h 2021, the Board of County Commissioners discussed the
creation of 4.0 regular duration FTE to support an increase in demand within the Community
Development Department, and
WHEREAS, Deschutes County Policy HR-1 requires that a creation of or increase in FTE
outside the adopted budget be approved by the Board of County Commissioners; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:

TITLE OF AGENDA ITEM:
Consideration of Board Signature of Resolution No. 2021-018 Increasing FTE Within the
2020-21 Deschutes County Budget
RECOMMENDATION & ACTION REQUESTED:
Staff recommends approval of Resolution 2021-018 approving an increase in 4.0 FTE
within the Community Development Department Fund.
BACKGROUND AND POLICY IMPLICATIONS: On March 24t" 2021, the Board of County
Commi.ccinnerc discussed the creation of 4.0 regular duration FTE to support an increase in
demand within the Community Development Department. This resolution would approve the
proposed increase of FTE.
The FTE breakout is as follows:
- 2.0 Building Safety Inspector FTE for construction plan review, consultation, and inspections
to ensure compliance with state statutes.
- 1.0 Senior Planner FTE for complex land use applications and support to senior staff.
- 1.0 Assistant Planner FTE for entry level land use applications and walk in customer support.
FISCAL IMPLICATIONS: No current year fiscal implications, all positions in FY21 will be
covered through program expenses savings. In FY22, the Building Safety Inspector positions
will be covered by building fees while the Planner positions will require additional discussion
and strategy.
