The next chamber deadline April 131". Commissioner DeBone asked if there is any opposition to the lottery group debt funding. He also adds that the judicial committee has public hearing on April 13th and this would be a great opportunity for the county to weigh in budget bill 5012. There has also been some push back on regional solution coordinator funding. Commissioner's support tracking budget bill 5012 as a priority 1. Upcoming Hearings SB 497- Work Session April 12cn SB 741- 3rd Reading April 121n HB 3177- Work Session April 13t". Commissioner Chang states that he does not support the bill and recommends that individual Commissioners can write their own letters in support. HB 2337- Public Hearing & Work Session April 15t". Mr. Scheuers mentioned that there have been some adjustments. Commissioners and Health staff discuss the bill. Commissioners agree to provide testimony as individuals and to adopt a position of Neutral, 2. Representative Kropf joins the discussion. Legislature Update Rep Kropf states that HB 2002 got voted out this last week. He is proud to vote for the property tax modification coming up as well as being engaged in the OJD budget presentation and public testimony. Commissioner Chang voices his concerns on the county taking a position on this bill. Commissioners agree to write their own letters in support or opposition. Commissioners approve (on a 2-1 vote) a position of Opposition, 2. Federal Funding Annual Appropriations Discussion Commissioner Chang explains the federal appropriations. He wants active advocacy and states that every year there is a risk the funding in the different categories is going to be cut. He urges all policy makers to remind Congress what is important in each county. Commissioner Adair would like to advocate for forest, Sheriff's Office and drug trafficking portions. Staff will prepare requests for discussion to submit before next week's deadline. The MPO earmark request letter was send for support so the majority of the policy board signs. Chris Doty mentioned that several road projects have been funded through this process in the past. Commissioner's support moving forward. Adjourn: The meeting was adjourned at 9:40 am. If you are pursuing a grant and need to supplement your grant application with a Letter of Support, please use the following guidelines. Support Letter Guidelines Letters of Support must be requested no less than ten (10) business days prior to date you wish to receive your letter. • Identify the type of support letter you are requesting (Grant Letter of Support, Grant Matching Funds Commitment Letter or Grant Match In -Kind Support Letter). • Provide the name of your agency, your organization and a point of contact. • Provide the name of the funding agency. Identify if the requested funds are federal, state, local or foundation and include a point of contact from the funding agency. • Provide a brief 1-2 page summary describing your organization and services; how the requested grant funds or services will be used within the MPO area; and your grant implementation plan. A copy of the project abstract is acceptable. Please provide a sample letter of support. • This material will be presented to the BMPO Policy Board meeting for consideration. If approved, the Policy Board Chair, Vice Chair or MPO manager will sign the letter presented or modified. If letters of support are requested for multiple projects within the MPO area, the Policy Board may choose to rank the applications and include that information in the support letter. Submittal Timeline Details • The Policy Board typically meets the third Tuesday of each month. See www.bendmpo.org for exact dates as meeting dates may be modified. • Requests should be received by the first week of the month for inclusion on the Policy Board agenda. • If time requirements of the grant do not allow inclusion in the BMPO Policy Board agenda, the BMPO Policy Board will receive an email from staff for review and consideration. If 2 of 3 jurisdictions approve the letter of support, the manager may sign the letter on behalf of the Board. The letter will be included in the next meeting packet. City of Bend Council PHIL CHANG Bend has consistently been one of the fastest growing cities in the US for Deschutes County Commission much of the past 20 years. This interchange serves a rapidly growing area in ROBERT TOWNSEND southern Bend. Thousands of homes have been approved for construction or ODOT Region 4 are in the planning review process. A new high school is also under construction in this area, and the Bend Park and Recreation District is currently building a new regional park. Additionally, there are significant employment lands that would be served by this interchange. Completing this interchange is critical to provide transportation routes choices in SE Bend, TYLER DEKE, AICP improve safety and to alleviate congestion on other roadways in that area. The Manager residents of Bend approved a general obligation bond in November 2020 to JOVI ANDERSON construct a wide range of transportation improvements throughout the City. Program Coordinator Included in that bond is $10 million to put toward completion of this ANDREA NAPOLI, AICP interchange. The City is seeking additional funding to fully construct the Senior Planner interchange and an associated frontage road. Completion of the interchange will create opportunity for developing a mix of residential and employment lands and road grid systems in large vacant parcels that currently have limited road access. Development of these lands and transportation networks align with the goals of several transportation and land use plans. We know that competition for transportation funding is strong. The residents of Bend have demonstrated their commitment to building a robust transportation system, we support the City's request for federal funding to complete this important project.
