8:00 AM FRIDAY, April 23, 2021 ZOOM CONFERENCE CALL
A conference call was held on Friday, April 23, 2021 at 8:00 a.m. via Zoom Conference call for a weekly
scheduled event during this 2021 Legislative Session. Vice Chair Commissioner Chang called the
meeting to order. No identified representatives of the media were in attendance.

Introductions
PacWest Update
Phil Scheuers reported that 56% of bills died with last week's deadline, and the next
two weeks will provide clarity around funding streams with budget discussions. Vice
Chair Chang asked the best way to engage, and Mr. Scheuers replied the best time
is when those policy bills get sent to Ways and Means.
Vice Chair Chang asked when and how to address continued levels of service for a
program that does not have a specific bill. Mr. Scheuers replied those discussions
are happening now, and to send him the information quickly. Vice Chair Chang
asked department heads to communicate if they are aware of any programs that
need attention.
Uacoming_Hearings
• SB 554 -Work session today in House Committee on Rules, with several
amendments.
• HB 2261 - Public hearing Monday in Senate Committee on Health Care. Tom
Kuhn mentioned he tracks this closely and would like to submit written
testimony. The Board approves his request.
• HB 2508 - Public hearing Monday in Senate Healthcare Committee.
• HB 5028 - Public hearings Monday in Joint Ways and Means Public Safety
Subcommitee. Budget not getting cut, just moving line items from general
fund to other funds. Commissioner Adair would like to write letter of
support.
• SB 295 - Public hearing Monday and work session Wednesday. Vice Chair
Chang asked Janice Garceau for feedback, and she has no concerns. She
noted that the issues with some of the language has been resolved through
amendments. The Deschutes County contract with OHA is executed and the
services will be provided.
• HB 2341 - Public hearing Wednesday in Senate Revenue Committee.
Representative Kropf provided an update about the marijuana revenue bill work
session and thanked County Counsel for attending. He also mentioned that
available federal funds will have minimum senate district allotments, which he is
considering putting toward shelter or housing. He is open to ideas and proposed a
joint conversation with Deschutes County and the City of Bend. Commissioner
Chang agreed it seems like a good opportunity for state, county and city
coordination, and Commissioner Adair agreed a housing solution is crucial.

Administrator Anderson agreed to coordinate with Representative Kropf for a joint
discussion. Ms. Garceau mentioned there are groups currently coordinating county
response to homelessness that might benefit from adding funds.
Department Priority Bills Discussion
Commissioner Adair asked about a letter of support regarding the budget for
County fairs, and Mr. Scheuers replied it could be good to let them know it's still
important to us.
Mr. Scheuers mentioned budget hearings for District Attorneys will begin next
week, which could be a good time for DA Hummel to provide testimony.
Nahad Sadr- Azodi thanked Commissioner Chang for the HB 2337 support letter.
