ZOOM CONFERENCE CALL
A conference call was held on Friday, April 16, 2021 at 8:00 a.m. via Zoom Conference call for a weekly
scheduled event during this 2021 Legislative Session. Chair Commissioner DeBone called the meeting to
order. No identified representatives of the media were in attendance.

Introductions
PacWest Update
Phil Scheuers mentioned that last Tuesday was the deadline for policy committee
bills to have held a work session, so many bills died and he will revise the bill list to
reflect those changes. The next deadline is in May, where a work session must be
scheduled for the recipient chamber.
Mr. Scheuers noted the federal fund requests have been totaled. Requests total $5
billion in the Senate and $30 billion in the House. The total state portion of the
federal money is $2.6 billion, however not all of it will go toward projects. There is
currently discussion around how the projects will be narrowed down and selected,
and they'll likely need more advocacy due to the volume.
Chair DeBone asked how projects will be sorted and prioritized, and proposed
narrowing down the list to focus on several priorities. Commissioner Chang
suggested approaching priorities thematically. Mr. Scheuers mentioned it may be
beneficial to prioritize projects that are essentially shovel -ready.
Administrator Anderson explained a request on behalf of Governor Brown for
Deschutes County's top three projects, and suggested three that can be delivered in
the short -run: North County Campus, Negus Transfer Station, and the Butler
Market roundabout. He offered to send his proposal along with the complete list of
projects to the Board for their review and response, to which the Board agreed.
Commissioner Chang asked for any other feedback from Tom about projects that
make sense to prioritize. Mr. Scheuers also suggested considering which projects
might increase the State budget.

Department Priority Bills Discussion
Chair DeBone suggested a potential one-time meeting with legislators to connect
mid -session.
Commissioner Adair said she signed up to speak at the Ways and Means roadshow
on Saturday and can relay the prioritized projects that come from today's review.

Commissioner Adair asked about SB 391, and Mr. Scheuers has not heard any
opposition. We will know more in May by the next deadline.
Representative Kropf joined the meeting and thanked Commissioner Chang for his
testimony regarding Deschutes County judges Thursday. He requested to connect
with Commissioners about their priority list.
Chair DeBone asked for feedback from departments on any other bills.
Janice Garceau mentioned she sent their testimony to the Board in support of
IMPACT funding to help support the Stabilization Center and the Aid and Assist
resources. It was not in the Governor's budget so this advocates for that support.
Each Commissioner is supportive of Holly providing the testimony.
Mr. Kropp mentioned the federal appropriations list needs to be finalized today.
Commissioner Chang suggested that Ed Keith may want to add hazardous fuels
EQIP funding. Mr. Keith added one other funding stream is state and private
forestry, which are important to advocate for as well. Commissioner Chang asked
that department heads review the list after this meeting to ensure all final input is
captured before submitting today.
