A conference call was held on Friday, April 30, 2021 at 8:00 a.m. via Zoom Conference call for a weekly
scheduled event during this 2021 Legislative Session. Chair Commissioner DeBone called the meeting to
order. No identified representatives of the media were in attendance.

PacWest Update
Upcoming Hearings
• HB 2002 - Public Hearing today in House Committee on Rules. Chair DeBone
asked whether the current position of priority two/watch needs to change,
and Mr. Hales explained he would like to review and understand the
amendments before making that recommendation.
• HB 2006 - Third reading on Senate floor on Monday. This has already passed
the House and the opportunity to address some technical fixes will come in
the program change bill at the end. Commissioner Chang asked the best way
to engage during when that change is happening, and Mr. Scheuers replied
that the program change bill will be one of the last ones passed, an omnibus
bill with changes for all policy bills from the session. He recommended a
short one page letter on the proposed change that he can deliver to the
Speaker Kotek.
• HB 2508 - A work session in Senate Committee on Healthcare was just added
for next Wednesday.
• The Commission on Judicial Fitness and Disability budget discussion is
Monday.
• Employment Relations Board budget discussion is Monday.
• ODFW Budget will have public testimony Monday.
• Public Defense Services Commission budget has invited testimony
Wednesday.
• Chair DeBone proposed a mid -session one-time meeting with Deschutes
County legislators, Commissioner Chang is supportive and Commissioner
Adair suggested Thursday morning. Ms. Hale confirmed she will work with
Mr. Scheuers to contact legislators.
Department Priority Bills Discussion
Representative Kropf provided an update that he is still working on the marijuana
revenue bill and there were a series of police reform bills passed this week. He
offered to discuss HB 2002 amendments with Mr. Hales or answer any questions.
Commissioner Chang asked whether the Higher Ed Coordinating Commission is
where budget decisions are made regarding OSU Cascades. Ms. Hale confirmed she
would connect with Mr. Sheuers to find out more.
