Attendance was limited in response to Governor's Virus orders CALL TO ORDER: Chair DeBone called the meeting to order at 1:00 p.m. PLEDGE OF ALLEGIANCE ACTION ITEMS: 1. PRESENTATION: Deschutes River Conservancy Update Kate Fitzpatrick and Craig Horrell presented the history and work of the Deschutes River Conservancy. Presentation is attached to the record. Scott Aycock, COIC, presented via Zoom conference call regarding the Deschutes Basin Water Collaborative. Adam Sussman, GSI Water Solutions, presented via Zoom conference call regarding funding and policy changes. Discussions held on opportunities for Central Oregon Irrigation District farmers and land owners. The Board identified option for submitting applications for funding BOCC MEETING MAY 17, 2021 PAGE 1 OF 4 through discretionary grant program at Deschutes County for both the Deschutes River Conservancy and Water Collaborative. 2. PRESENTATION: Soil and Water Conservation District Erin Kilcullen and Todd Peplin presented the history and work of the Deschutes Soil and Water Conservation District. William Kuhn of the SWCD was present via Zoom conference call. Commissioner DeBone recommended community education opportunities regarding soil and weed management and a potential discussion on plants benefiting biomass. The Commissioners were invited to participate in a tour to review SWCD's core work. Jeff Rola, SWCD, spoke on the funding that they have received and used to address issues for private land owners. Commissioner Chang spoke on the benefits that could be accomplished through better natural resource management. Commissioner Adair supported an annual update from the district. 3. Consideration of Request for Limited Duration Case Manager to Support Deschutes County Stabilization Center Day Shift Operations Holly Harris, Health Services presented the request for consideration explaining job responsibilities of the position. Commissioner Adair asked for clarification of the cost of the position, Ms. Harris noted the explanation in the Agenda Request was unclear; she clarified. Commissioner DeBone would be interested in further information on the scope of the Crisis Intervention Training which is a 40 hour training for law enforcement. The Board expressed interest in attending the training as well. A Resolution will be presented for this request during the May 19, 2021 BOCC meeting. BOCC MEETING MAY 17, 2021 PACE 2 OF 4 4. Extreme Risk Business Assistance Funding Grant Distribution Proposal Chief Financial Officer Greg Munn, Scott Aycock of COIC, and Internal Auditor David Givans were present via Zoom conference call. Mr. Munn reported on the grant funding received through the State of Oregon. Mr. Aycock reported on the eligibility requirements for the applications and asked for direction from the Board on prioritizations and types businesses to include in the application process. OTHER ITEMS: • Commissioner Adair commented on the Facility Project Committee meeting and also the COACT Meeting on Thursday afternoon. • Commissioner DeBone reported on the ODOT mobility advisory committee meeting last week regarding the roundabouts on Highway 20 coming into Bend in partnership with the trucking interests. • Commissioner Chang commented on input received about the gating and closure of the 4606 Road and is researching the situation and whether the County has a role in that decision. • Commissioner Adair commented on the Fair Board and their interest of holding a County Fair this year. Commissioner DeBone expressed support of outdoor rodeos but isn't sure whether the County is ready for indoor concerts due to the pandemic. o Commissioner DeBone is hosting the virtual community forum this evening for the County Administrator recruitment. BACKGROUND AND POLICY IMPLICATIONS: Deschutes County was awarded the IMPACTS grant in 2020 which allowed us to operate the Deschutes County Stabilization Center (DCSC) 24 hours a day, seven days a week. Since going to 24/7, the volume and need has increased, and more individuals are in need of case management. We have identified a need to add a Behavioral Health Specialist I (case manager) during day shift in order to support individuals in need of assistance with entitlements and basic needs (food boxes, transportation, housing, etc.). In addition, this position would help support the Crisis Intervention Training (CIT), which is a 40-hour training for law enforcement that teaches them how to identify mental health needs when responding to calls and how to intervene in those calls differently. Currently, we are able to offer the training only one time per year. The addition of this position would enable us to offer the CIT training three to four times per year. The training and CIT concepts are the foundation for the DCSC and align with the goals of the IMPACTS grant. FISCAL IMPLICATIONS: Due to delays in hiring in FY 2021, there was a significant amount of personnel vacancy savings. These savings will fully fund this position from June 2021 -June 30, 2022. BACKGROUND AND POLICY IMPLICATIONS: Earlier this month the County received a $1.3 million amendment to a business assistance grant with the State of Oregon representing a population based allocation of $20 million for the fifteen counties placed in the extreme risk category under the state's COVID-19 risk matrix. Deschutes County was elevated to extreme risk on April 30, 2021. The original grant amount of $2.2 million was distributed to local businesses through Central Oregon Intergovernmental Council (COIC) in late December. The original grant and the amendment are funded from the state's business relief fund (CARES-CRF). On May 5, 2021, the Board approved the grant amendment, the distribution of the $1.3 million through COIC and asked staff to return with a detailed distribution plan for consideration. The $1.3 million grant was received by the County on May 10. The purpose of this agenda item is for COIC and County staff to share the proposed distribution plan with the Board. FISCAL IMPLICATIONS: If approved this item would allow the County to utilize the services of our regional partner, COIC, to efficiently and effectively distribute $1.3 million in grant funds to businesses affected by the recent change in state risk levels.
