DESCHUTES COUNTY LEGISLATIVE UPDATE
8:00 AM FRIDAY, May 7, 2021 ZOOM CONFERENCE CALL
A conference call was held on Friday, May 7, 2021 at 8:00 a.m. via Zoom Conference call for a weekly
scheduled event during this 2021 Legislative Session. Chair Commissioner DeBone called the meeting to
order. No identified representatives of the media were in attendance.

Upcoming Hearings
• HB 2508 - Work session Monday.
• SB 113 -Work session Monday.
• SB 391 - Public hearing Tuesday. This is the opportunity to testify.
Commissioner Chang suggested to ensure it protects our resources and
neighbors, and Mr. Lelack confirmed the specific amendments that do just
that. Commissioners agreed they would all attend the hearing, and both
Commissioner Adair and DeBone will testify. Mr. Lelack stated he had
previously shared his testimony letter and that he would add a request to
schedule a work session before the May 14 deadline.
ADAIR: Move approval of submitting the letter of testimony prepared
by Nick Lelack regarding SB 391

DEBONE: Chair votes yes. Motion carries
• SB741 - Public hearing Tuesday. Commissioner Adair would like to testify.
• SB295 - Work session Thursday. Ms. Garceau will know more after the
Association of Oregon Counties (AOC) Community Mental Health Programs
(CMHP) meeting next week and will speak with Mr. Scheuers to understand
further.
• ODOT Budget - Work session Wednesday.
• HECC Budget - Public hearing Monday. Commissioner Adair asked about the
student success center and Mr. Scheuers confirmed they recommended the
project for a total of $13.8 million.
• Chair DeBone asked for a status update regarding additional Deschutes
County judges, and Mr. Scheuers replied it may show up in an agency budget
or could be added to an end session budget.
Department Priority Bills Discussion
Ms. Hale mentioned the note from Mr. Hales recommending that HB 2002-4 move
from a 2/watch to 2/oppose unless amended.

Commissioner Chang asked for staff feedback on HB 3069. Both Ms. Garceau and
Ms. Crosswhite expressed concern how it would affect the county locally, and hope
for fixes through amendments. Ms. Hale noted this is not currently on the tracking
list but she will add it. The Board agreed on priority and position of 2/oppose unless
amended. Commissioner Chang suggested putting forth effort to ensure those
changes are made.
Representative Kropf stated he is submitting his ARPA fund recommendation for a
year-round low barrier shelter in Bend. He is also still working on the marijuana
revenue bill and has received feedback that it could be beneficial to put together an
advisory committee and include a mix of representatives from the County, law
enforcement, the cannabis industry, and citizens of the community, for open lines
of communication. Commissioner Chang stated he would be interested in a
conversation about revenue and how it gets used, either in a formal or informal
setting. Chair DeBone stated he welcomes any and all communication, and has
spoken with many involved in the industry throughout the years, but is not all that
supportive of creating this committee. Commissioner Adair feels the County clearly
qualifies for the MJ tax revenue and wonders if the court case is proceeding. Mr.
Doyle confirmed that the complaint for circuit court has been generated.
