Chair Commissioner DeBone called the meeting to order. No identified representatives of the media were in attendance. Kropf Chief of Staff 2021 DESCHUTES COUNTY LEGISLATIVE UPDATE MAY 14, 2021 PAGE 1 OF 3 Introductions OHA Equity Plan Submission Update and Discussion Ms. Wells -Darling provided an overview of the Equity Plan that she and her staff drafted in response to questions from the Oregon Health Authority. The Commissioners appreciated the document, thanked the team involved in drafting it, and discussed several small revisions. Ms. Wells Darling confirmed she would make the edits discussed and send the updated version to the Board. Ms. Hale explained the draft cover letter was also sent to the Board for review, which if approved, would be signed and the equity plan attached. ADAIR: Move Chair signature of the cover letter of the equity plan as amended and submittal submitted to the state. CHANG: Second Vote: ADAIR: Yes CHANG: Yes DEBONE: Chair votes yes. Motion carries PacWest Update No update, Mr. Scheuers had to leave the meeting during earlier discussion. Department Priority Bills Discussion Chair DeBone confirmed that he and Commissioner Adair testified at the SB 391 hearing. Commissioner Adair added that she also testified for the Central Oregon Health Council, and is working toward funding for updates to Smith Rock. Commissioner Chang spoke to the House Committee on Behavioral Health alongside Ms. Garceau, with the goal to encourage committee members to support funding for mobile crisis services and inform them how the 9-8-8 mandate should be tailored around the work already being done by local capacities. Chair DeBone proposed adding biomass to the list of a potential use for ARPA funds and noted Mt. Bachelor's efforts, and Commissioner Chang confirmed that Mt. Bachelor's design is ready to go. He suggested getting involved in larger conversations around renewable energy and climate change. Mr. Anderson will ask CFO Greg Munn to add biomass to the list of potential uses for ARPA funds. Chair DeBone asked Mr. Lelack for an update on SB 391. Nothing had been posted yet but Mr. Lelack confirmed he will continue to track closely. 2021 DESCHUTES COUNTY LEGISLATIVE UPDATE MAY 14, 2021 PAGE 2 OF 3 Chair DeBone asked Representative Kropf for an update on the marijuana revenue bill, and he replied the bill as drafted will likely not make it through and suggested a committee of stakeholders to discuss the larger issues. Chair DeBone offered that he is available for one-on-one discussions with anyone. Representative Kropf noted that he is suggesting a more formalized process. Chair DeBone observed that local MJ activity is being taxed and then the tax revenue is being distributed to other parts of the state, creating a windfall for other jurisdictions. In this context Chair DeBone does not understand how there is any benefit in convening a meeting of stakeholders. Commissioner Adair asked where Deschutes County ranks for revenue in the state, Representative Kropf replied around ninth. Commissioner Chang thanked him for his efforts on the bill thus far. Mr. Anderson suggested the Board discuss new mask guidelines released by the CDC, which state masks are not required for a fully vaccinated person. Mr. Sadr- Azodi does not know how the new recommendation will be adapted at the state level and then disseminated to local public health. He hopes for more information in the next 24 hours. Mr. Anderson proposed the County could either continue requiring masks for all or could use the new CDC recommendation language. Chair DeBone suggested he is comfortable using the new CDC recommendation language and Commissioner Chang is supportive. Mr. Anderson confirmed and will also communicate that we are awaiting more guidance. Adjourn: The meeting adjourned at 9:20 am.
