Dave Parker states that he and his local Ham Radio group coordinate with DCSO
Sgt. Nathan Garibay for emergency backup radio communications. He mentions
several local groups that are also involved. Commissioners read the proclamation.

23. Consideration of Board Signature of Order No. 2021-028, Further Extending
the Declared State of Emergency
Legal Counsel Dave Doyle states that the existing Order will expire on June 26t"
The extension might assist in the future with FEMA funding issues. Commissioner
DeBone is comfortable letting the emergency declaration expire. Commissioner
Chang is interested in keeping the emergency declaration going so there are no
gaps that could later impact funding reimbursement. CFO Greg Munn spoke with a
FEMA representative and was assured that there is no need to maintain the
emergency declaration as FEMA funding does not require a local declaration in this
instance. Commissioner Adair suggests extending to June 30" to allow time to
ascertain if the Governor extends the state order beyond June 28t". Directed to
revisit the issue on June 30t". Order No. 2021-028 will authorize extension through
June 30t"

24. Consideration of Grant Application for On -Going Non -Competitive Victims
of Crime Act (VOCA) Funding
DA Victim's Assistance Coordinator Ashley Beatty explains that these grants were
released and noncompetitive. This is tied to three limited duration positions.

• Commissioner DeBone mentions the special video lottery allocations to the
three organizations. The Board acknowledges that Laura Skundrick will write

District for additional piping project.
• Commissioner DeBone and Commissioner Chang attended the Deschutes
County Soil and Water conservation district meeting.
• Commissioner Chang mentions that the City of Bend and the county
homeless task force first meeting will be take place tomorrow.
25. COVID19 Update
Public Health Director Dr. George Conway updates the Board on COVID19 in the
county. Commissioner Chang asks how prevalent the Delta variant is in Oregon and
if the formula of the vaccine is adapting over time. Dr. Conway explains that there
has not been much change in the vaccine formula but there has been some

developments to help with different variants. He adds that there have been six
wastewater samples around the state that have tested for Delta variants in the last
several weeks. Commissioner Chang asks at what point you no longer solicit the
public to get the vaccine. Dr. Conway mentions a child vaccine will be released in
the fall. The region (like the state) has seen a slowdown in the number of people
who are getting the vaccine. Public Health Management Analyst Sarah Hutson
explains vaccine hesitancy and survey results from people who received the vaccine
at the Mass Vaccination Clinic. Commissioner Chang was curious to know if private
employers are providing paid time off for vaccination.

2021 Deschutes County Budget
Dan Emerson states that this Resolution authorizes creation of the ARP fund 200.
The federal government is giving Deschutes County $38M over two years.

comprehensive process and note that efforts were made to make fiscally
responsible decisions. Commissioner DeBone was very happy with the capital
improvements discussions.

LUNCH RECESS: At the time of 11:17 a.m. the Board took a lunch recess and

39. Legislative Update
PacWest representative Phil Scheuers updates the Commissioners on current
Oregon legislation of priorities for the county. Yesterday the senate denied rule
suspension. The county's Marijuana tax revenue bill is still alive and is now
scheduled for a work session tomorrow and then hopefully to the floor to pass.
Capital Construction is scheduled for a hearing tomorrow. If any Judge position
funding comes out of this hearing, Mr. Scheuers will notify the county immediately.
SB 582 has gained a lot of momentum since the beginning of session and is moving
forward. SB 587 is moving to the floor for a vote tomorrow.
County Behavioral Health Director Janice Garceau states that HB 3123 dealing with
CCBHC funding has turned into a budget note. She adds that this was a good
budget cycle for Behavioral Health funding. She also notes that Aid and Assist
programs received additional funding compared to years past. The state also
allocated $130M for regional residential treatment housing. Commissioner Adair
asked if there is any additional treatment programs/beds slated for our region. Ms.
Garceau states that there is drug and alcohol treatment funding but not any
psychiatric facilities. Discussion about Urban / Rural Interface wildfire legislation.
Community Development Director Nick Lelack asked for an update on the Stephens

Tract legislation. It does have a public hearing scheduled. Mr. Scheuers mentions
that there is heated discussion in the senate regarding the concerns to this bill.
Commissioner Chang adds that he is very excited to see that SB 762 has passed.
Public Health Manager Tom Kuhn mentions that HB 524 was passed which is a
huge investment into public health modernization.
A Legislative wrap up discussion from PacWest to Commissioners is scheduled for
July 7th
40. Consideration of Board Signature of Document No. 2021-250, Agreement
with Youth Villages
County Behavioral Health Program Manager Shannon Brister explains that this
agreement is a $315,000 renewal with Youth Villages. Commissioner Chang asks if it
is like a subcontract; Brister notes that the funding is pass through from OHA.
Youth Villages provides services in conjunction with MCAT and other providers with
the goal of diverting expensive ED visits. He also asked if the county is evaluating
the services that are provided. The county receives a quarterly metrics report.
Without this program, children would remain in the hospital for long periods of
time.

Name for the Central Oregon Cohesive Strategy Initiative to Oregon Living
with Fire Steering Committee
Senior Advisor Joe Stutter explains the change of name to this steering committee.
He notes that Lake County is removed as a stakeholder. Commissioner Adair would
like to see the Warm Springs Tribe become a party to the agreement.

Mr. Stutter updates the Board on the stakeholders of the committee and revising
the MOU without Lake County. Commissioner Chang asks when there will be a draft
work plan from the steering committee. Mr. Stutter replies that a work plan should
be completed by the end of July. Commissioner Adair asked about salvaging trees
once a fire has burned through an area. Mr. Stutter explains the limitations
associated with salvage. Commissioner Chang notes that there was a good deal of
frustration in the past concerning salvage volumes and practices.
OTHER ITEMS:
• Commissioners discuss a draft letter supporting the Arnold Irrigation District
Piping project to the Farmers Conservation Alliance for an Infrastructure
Modernization Project.

The summer is just starting. I put in this complaint last year. By providing garbage cans just makes for more litter in
our beautiful area at Harper Bridge, 1 recommend removing the garbage cans. Let people pack their own stuff out.
Save our river! Save the forest critters life's that are digging through the garbage and now drawn more to the area
and getting hit by cars. Save the Three Rivers area from litter! I close the lids as the garbage service leaves them
open and people just throw their garbage away and don't close the lid. Now garbage by the portable bathrooms,
Who comes out and cleans the litter off the ground? Get this in order before we look like Bend.

Consideration of Grant Application for On -Going Non -Competitive Victims of Crime Act
(VOCA) Funding
RECOMMENDATION & ACTION REQUESTED:
Victims Assistance is requesting BOCC grant permission to apply for the grant and formally
extend the limited duration positions tied to this funding.
BACKGROUND AND POLICY IMPLICATIONS:
VOCA/CFA is a non-competitive formula grant provided to assist in funding Victims Assistance
Programs. This funding will renew existing funding already established in the Victims Assistance
Program.
This funding will extend three limited duration employees within the Victims Assistance Program:
Keaton Boileau (Sullivan), Lisa Cummings and Stephen Sehgal.
FISCAL IMPLICATIONS: All expenditures have been budgeted and accounted for within FY22
proposed budget
