bidder. Mr. Smith explained the project timeline and anticipates completion
by the end of this calendar year.

Program
Administrative Analyst Laura Skundrick presented the item for consideration.
One application for the grant funding was received from Community
Solutions. Commissioner DeBone feels since the application was not
provided to them for review until during the meeting, he would like
additional time to review. Commissioner Chang feels he would be fine
moving forward.

grant program. The Board supported an increase to the funding of the
program to $13,000.

Health Services staff were present via Zoom conference call: Emily Freeland,
Molly Wells -Darling, Nahad Sadr-Azodi, and Dr. George Conway.
Presentation is attached to the record. The COVID update will be held on an
every other week basis going forward.
16.Video Lottery Allocation Follow Up: New Project Support
Administrative Analyst Laura Skundrick presented the item for consideration.
Options were presented to formalize the effort for fund allocation to include
allocate one-time special project funding, create a new grant program, and
consider adding new service partner organizations. The Board offered
suggested organizations to consider for funding allocations.

Community Development Planner Brandon Herman presented the public
hearing procedures. Upon no disclosed conflicts of interest or challenges
presented, Commissioner DeBone opened the public hearing. Mr. Herman
presented the staff report. Staff present via Zoom conference call were
County Engineer Cody Smith, Planning Manager Peter Gutowsky, and
Assistant Legal Counsel Adam Smith. Commissioner DeBone called for
public testimony, hearing none Commissioner DeBone closed the oral and
written record on the matter. Community Development Director Nick Lelack
noted the County Code mirrors state law. Discussion held on effective date
of the Ordinance.

Deschutes County Adult Treatment Court Grant Application 21-23 Biennium
RECOMMENDATION & ACTION REQUESTED:
Approve Adult Parole and Probation to submit application for the Oregon Criminal Justice
Commission grant to support Deschutes County Adult Treatment Court (Formerly known
as Deschutes County Drug Court)
BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County Specialty Court (formerly known as Deschutes County Family Drug Court)
has been operating with Criminal Justice Commission (CJC) support since 2006. Deschutes
County Behavioral Health has held the grant since that time, however this year Behavioral
Health staff asked if Community Justice would be able to take over grant administration due to
increased duties with stabilization center and also just the better match between the program
and business operations of Community Justice.
Funding traditionally had always been formula based, but has shifted to a more competitive
model where Courts ask for the resources they need based on their program. The court
recently transitioned from a Family Drug Court to an Adult Treatment Court that prioritizes
parents who have had their child(ren) removed from their custody or are at risk of having their
child(ren) removed as a result of a substance use disorder. The Local Public Safety
Coordinating Council (LPSCC) provided a letter of support for the grant this past month as
required for the application.
The court provides the following:
o Single -judge Court
o Judicially supervised treatment for individuals with a substance use disorder as an
alternative to incarceration
o Helping participants obtain skills to maintain long-term recovery and a pro -social
lifestyle, including parent education to participants with children
o Comprehensive supervision and case management, including assisting participants with
housing, vocational, educational, and employment needs.
Deschutes County Adult Treatment Court partner agencies include Deschutes County
Community Justice- Adult Probation and Parole, Deschutes County Sheriff's Office, Deschutes
County District Attorney's Office, County Public Defenders, Department of Human Services -
Child Welfare, Deschutes County Health Services, CASA of Central Oregon, Bend Recovery
Home and local substance use disorder, mental health and parenting service providers.
FISCAL IMPLICATIONS:
Does not require a general fund request. Grant covers most of program costs. Deschutes
County Community Justice, Deschutes County Sheriff, and Deschutes County District Attorney
provide their staff for the treatment team and help with additional costs as they are able. Based
on expected numbers and program requirements the grant proposal is asking for $534,757.
This is for two years.

Action: Approval from Board of County Commissioners to submit an application for the FY
2021-2023 Criminal Justice Commission Specialty Court Grant.
Fiscal Impact: Does not require a general fund request. Grant covers most of program costs.
Deschutes County Community Justice, Deschutes County Sheriff, and Deschutes County District
Attorney provide their staff for the operational team and help with additional costs as they are
able.

management duties on behalf of the Adult Treatment Court beginning July 1, 2021, which
includes the application process. Behavioral Health will finish out grant reporting and billing
activities through June 30, 2021.

• January 1, 2018 through December 31, 2020
o 64 participants served in total.
o 37 Graduated (68% Graduation Rate (does not include those on Active Status))

• For FY 2019-2021
o 47 participants served in total.
o 22 Graduated (79% Graduation Rate (does not include those on Active Status))

• Of the 22 whom graduated this past fiscal year:
o 32% at intake had an active DHS case and upon close that was reduced to 0.
o 50% at intake had their children with an alternate caregiver and upon closure
that was reduces to 9%.
o 73% at intake were homeless or had no stable housing and upon closure that
was reduced to 0.
o 82% at intake were unemployed and upon closure that was reduced to 0.
FY2021-2023 Application (Due: June 15, 2021): Will submit grant proposal for $534,757 as an
adult treatment court with similar program components as prior years, with emphasis on
creating targeted strategies in partnership with community stakeholders to address populations
experiencing disparities. The Local Public Safety Coordinating Council (LPSCC) provided a letter
of support for the grant this past month as required for the application. The LPSCC will also
review and approve semi-annual reports. Program elements will include:
• $118,120 for Treatment Services (primarily substance use disorder treatment)
• $79,488 for Drug Testing
• $256,325 for Personnel (Program Coordinator [.8 FTE]; Judicial Services Specialist 2 [.2 FTE])
• $16,520 for Training and Travel (NADCP Annual Conference and DEI training)
• $15,690 for Participant Supports
• $48,614 for Indirect Costs
• ATC partner agencies include: Deschutes County Community Justice- Adult Probation and
Parole, Deschutes County Sheriff's Office, Deschutes County District Attorney's Office,
County Public Defenders, Department of Human Services- Child Welfare, Deschutes County
Health Services, CASA of Central Oregon, Bend Recovery Home and local substance use

Every two years, the University of Oregon School of Law's Oregon Office for Community
Dispute Resolution (OOCDR) makes grants available to eligible applicants for the purpose of
providing mediation services. Grant applications are solicited through a publicly -advertised
process coordinated by OOCDR in partnership with Oregon counties. The Deschutes County
Board of Commissioners adopted Resolution 2021-008 on February 24, 2021 (attached)
stating intent to participate and engage in the selection process.
Following adoption of the resolution, staff advertised the availability of funds and solicited
applications. In response, the County and OOCDR received an application from Community
Solutions, a local mediation, facilitation, and education provider. The OOCDR has determined
that Community Solutions meets the criteria for an eligible grantee to receive funds. Therefore,
upon receipt of notification from Deschutes County, the OOCDR will directly enter into an
agreement with Community Solutions for the 2021-23 biennium.
FISCAL IMPLICATIONS: None. The OOCDR will enter into a grant agreement and disburse
funds directly to the selected grantee.

WHEREAS, the Deschutes County Board of Commissioners believes that the settlement of disputes by
mediation may lead to more long-lasting and mutually satisfactory agreements; and
WHEREAS, mediation may reduce the need for time-consuming and costly litigation; and
WHEREAS, the Oregon Legislature has charged the State Board of Higher Education on behalf of the
University of Oregon School of Law (Grantor) with the responsibility to foster the development of community
mediation programs by making grant monies available to participating Counties; and
WHEREAS, any County wishing to participate must formally notify Grantor of its intent to participate;
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, as follows:
Section 1. Deschutes County hereby notifies Grantor of its desire to be a participant in the expenditure
of funds for community dispute resolution programs within Deschutes County and agrees to engage in a selection
process and to select as funding recipients those entities both qualified by the standards and guidelines adopted
by Grantor and capable of and willing to provide community dispute resolution services according to the rules
adopted by Grantor.
Section 2. This resolution shall take effect upon its adoption by Deschutes County.

SUMMARY:
Deschutes County's Dog License and Pet Identification Application forms provide an
opportunity for residents to make a voluntary donation to support spay and neuter services.
These donations, typically supplemented by general fund, are offered to local non-profit
organizations which provide spay and neuter services in Deschutes County for both feral
animals and pets whose owners are unable or unlikely to access or afford the procedure.
Grant funds may also be used for educational or promotional programs focused on
encouraging or expanding spay and neuter procedures in Deschutes County.
To be eligible for the program, applicants must be designated by the Internal Revenue Service
as a 501(c)3 tax-exempt organization, located in Deschutes County and able to certify that
grant proceeds will be used to support services benefiting Deschutes County residents.

2021
Deschutes County is currently soliciting applications for grants to local non-profit
organizations which promote and/or provide spay and neuter services. A total of $xx is
available for multiple grant awards. Applications must be received in the Deschutes County
Department of Administrative Services no later than 5:00 p.m. on Wednesday June 30,
2021.
In November 2007, Deschutes County Dog License and Pet ID Applications were revised to
allow a voluntary donation to support spay and neuter services. Each year, these
donations, periodically supplemented by additional funds authorized by the Board of
County Commissioners, are offered to non-profit organizations which provide spay and
neuter services in Deschutes County for pets whose owners are unable to access or afford
the procedure. Grant funds may also be used for educational or promotional programs
focused on encouraging or expanding spay and neuter procedures in Deschutes County.
To be eligible for the program, applicants must be designated by the Internal Revenue

Applications will be evaluated based on several criteria, including organizational stability,
connection to grant funding objectives, and ability to leverage the grant funds to access
other financial support.
The deadline to submit an application is 5:00 p.m. on Wednesday June 30, 2021 and grants
are expected to be awarded by the end of July. Completed applications must be
received in the Deschutes County Department of Administrative Services by the
stated deadline. Late or incomplete applications will not be considered. Completed
applications may be sent electronically to Iaura.skundrick@deschutes.org.

priorities. The Board included $60,000 in FY 2022 Video Lottery funding to support this effort.
Staff is seeking direction on how the Board would like to formalize this effort and allocate these funds.

During the Video Lottery Fund allocation discussion on April 7, commissioners indicated an initial
interest in providing grant / project awards between $10,000 - $20,000.
Staff proposes requiring recipient organizations to provide a written report on contract
deliverables twice per year, which would then initiate their biannual payments. Reporting and
payments would take place mid -year (December) and end of year (April/May).

RE: Vaccine Verification System
Dear Governor Brown,
Deschutes County opposes requiring businesses and employers to verify the vaccine status of
individuals.
Since the very beginning of the pandemic, businesses in Deschutes County experienced restrictions
that have resulted in loss of business, employees and even closures. The message given to Oregon
communities was that once a vaccine was readily available, most, if not all, restrictions would be
removed.
The COVID-19 vaccine is now readily available to anyone over the age of 12. The number of individuals
vaccinated has increased and positive COVID-19 cases have decreased. It is a personal decision to be
vaccinated and therefore should not require disclosure. Requesting that businesses review vaccination
status puts them in a moral, safety, ethical and legal bind.
Deschutes County asks that you immediately remove the vaccine status verification imposed on
businesses and follow the CDC's direction.
