CALL TO ORDER: Chair DeBone called the meeting to order at 1:00 p.m.

ACTION ITEMS:
1. PRESENTATION: Portland General Electric Pelton Round Butte Project
Wendy Veliz and Megan Hill from Portland General Electric presented via
Zoom conference call. Presentation is attached to the record. A
collaborative project is in progress for introducing fish through an
acclimation facility. Ms. Hill reviewed the process of a water quality study.
Discussion held on water levels in streams and reservoirs. Chad Croft, Plant
Manager at PGE was also present via Zoom.
OTHER ITEMS:
• Community Development Director Nick Lelack presented the status on
applicant interviews for candidates for the vacant South County Planning
Commission seat. The interview panel recommends the appointment to Toni
Williams. Commissioner DeBone participated in the interview panel. The
Board expressed support and an appointment letter will be included on a
consent agenda of a future meeting.
• County Administrator Anderson explained TGM grant application to DLCD for
work proposed in the City of La Pine. Commissioner DeBone signed the
letter on Wednesday, July 28.

Commissioner DeBone commented on whether the Board would be
interested in partnering and funding any work to assist the City of La Pine
with this effort of Master Planning. Discussions are supported to be held
during a future joint meeting with the City of La Pine. County Administrator
Anderson will reach out to the City of La Pine for potential meeting dates.
• County Administrator Anderson spoke on the recent discussions regarding
homeless camp locations and offered a draft letter relative to the general
concept of a managed camp facility within the Redmond city limits.
Commissioner DeBone offered wording changes to the draft. The Board
supported the letter with recommended revisions.

• Commissioner Chang reported on the Oregon MPO Consortium and the
Emergency Homeless Task Force last week.

MEETING FORMAT
In response to the COVID-19 public health emergency, Oregon Governor Kate Brown issued
Executive Order 20-16 (later enacted as part of HB 4212) directing government entities to utilize
virtual meetings whenever possible and to take necessary measures to facilitate public
participation in these virtual meetings. Since May 4, 2020, meetings and hearings of the
Deschutes County Board of Commissioners have been conducted primarily in a virtual
format. Effective June 30, 2021, COVID-based restrictions have been discontinued.
Attendance/Participation options include: A) In Person Attendance and B) Live Stream
Video: Members of the public may still view the BOCC meetings/hearings in real time via the
Public Meeting Portal at www.deschutes.org/meetings.
Citizen Input: Citizen Input is invited in order to provide the public with an opportunity to
comment on any meeting topic that is not on the current agenda. Citizen Input is provided by
submitting an email to: citizeninput@deschutes.org or by leaving a voice message at 541-385-
1734. Citizen input received by 8:00 a.m. before the start of the meeting will be included in the
meeting record.
Zoom Meeting Information: Staff and citizens that are presenting agenda items to the Board for
consideration or who are planning to testify in a scheduled public hearing may participate via
Zoom meeting. The Zoom meeting id and password will be included in either the public hearing
materials or through a meeting invite once your agenda item has been included on the
agenda. Upon entering the Zoom meeting, you will automatically be placed on hold and in the
waiting room. Once you are ready to present your agenda item, you will be unmuted and placed
in the spotlight for your presentation. If you are providing testimony during a hearing, you will be
placed in the waiting room until the time of testimony, staff will announce your name and unmute
your connection to be invited for testimony. Detailed instructions will be included in the public
hearing materials and will be announced at the outset of the public hearing.

RE: Support for La Pine TGM Grant Application for Area Planning of County -owned Property in
Newberry Neighborhood
Dear Mr. Hearing,
Deschutes County is writing in support of the City of La Pine's application for a $175,000 grant from the
2021 Transportation and Growth Management (TGM) grant program. The grant would fund a
collaborative area planning project for the 325-acres of County -owned property known as Map and Tax
Lot 2210000000109 and referred to as the Newberry Neighborhoods 3 & 4. The property is bounded
approximately by Burgess Road to the north, US97 to the east, Huntington Road to the west and Half
Moon Drive to the south. Eventual land sale proceeds benefit the protection of Southern Deschutes
County's groundwater resources.
The area currently has a mix of Comprehensive Plan policies and development code implementation
requirements from when La Pine was an Urban Unincorporated Community. These policies and codes
were carried over into the City's first Comprehensive Plan and zoning districts and applied to the
property. Urban growth is now rapidly approaching this important area, which is strategically located
between the La Pine core area and semi -rural neighborhoods in the UGB to the north (soon to be served
by sewer with assistance from DEQ funding). The TGM grant would provide essential funding of a
technical review of the City's comprehensive plan and development code for this area; and, more
importantly, a robust public engagement effort to update the vision, policies, and implementation
measures for this area.
The planning effort would coordinate and result in a new community -supported, market -based plan to
benefit the City, generate funding to protect groundwater quality in Southern Deschutes County, and
comply with the TGM program's objectives to include a mix of housing types and densities, identification
of bike/pedestrian corridors, transit networks and connections, and neighborhood commercial sites.

The area plan will result in an updated Comprehensive Plan and development code to implement the
new vision for the City, including findings to support the amendments through the local adoption
process. The plan will accommodate a greater mix of housing types, uses, and densities, while still being
sensitive to the community and region's desires. Given the housing crisis in Central Oregon, providing a
mix of housing opportunities is a critical variable. The area plan will also include a market analysis to
help assess what types of housing are helpful to foster development in La Pine and alleviate the demand
for housing in Central Oregon.
Deschutes County supports this application and will allocate staffing resources from the Property
Management and Community Development Departments, including planning, GIS and transportation
planning expertise to assist the City's staff and consultant on this worthy effort.
