The meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website at www.deschutes.org/meetings Virtually present were Deschutes County Commissioners Anthony DeBone, Phil Chang, and Patti Adair. City Councilors Barb Campbell, Anthony Broadman, Rita Schenkelberg, Gena Coodman- Campbell, Melanie Kebler, Megan Perkins, and Mayor Sally Russell. Also present were County Administrator Tom Anderson, County Administrator in Training Nick Lelack, City Manager Eric King and County Counsel Dave Doyle. CALL TO ORDER: Commissioner Anthony DeBone called the meeting to order at 1:03 p.m. Commissioner DeBone and Mayor Russell thanked everyone for joining the meeting today. PLEDGE OF ALLEGIANCE: Commissioner DeBone led the Pledge of Allegiance. Mayor Russell read the Confederated Tribes of Warm Springs Land Acknowledgement into the record. AGENDA: The agenda topics were reviewed on a high level summary basis in order to cover all agenda items. Mayor Russell noted further discussions on the topics could be held during a future meeting. All staff presented via Zoom conference call. 1. HOUSING & HOMELESSNESS UPDATES Upcoming Projects and Programs: City of Bend Housing Director Lynne McConnell introduced the discussion and presented slides regarding upcoming projects for affordable housing. Presentation is attached to the record. Property Manager Kristie Bollinger, Deschutes County reviewed feasible properties owned by Deschutes County for housing projects. Ms. Bollinger reported on a project with Housing Works to provide affordable housing units. As a joint project, the City is providing funding for the project and the County is providing the parcel of land for the proposed development. Commissioner DeBone commented that the meeting is the first meeting of the year between the County Commission and the City Council and that some members may not have met others. Introductions were made. Commissioner DeBone introduced Nick Lelack as the new County Administrator. Outline of Existing joint Projects: Property Manager Bollinger presented an update on the Central Oregon Veteran's Village project. City of Bend Recovery Strategy & Impact Officer Carolyn Eagan reported on the proposed winter warming center and the Navigation Center. Presentation is attached to the record. 2. HOUSING & HOMELESSNESS STRATEGIES Molly Wells Darling, Deschutes County Behavioral Health Program Manager presented an update on the Isolation Motel. Deschutes County Homeless Coordinator Colleen Thomas reported on Project Turnkey and Cleveland Commons. Presentation is attached to the record. Emergency Homelessness Task Force: City Manager Eric King introduced Brittani Manzo, Facilitator for the Emergency Homeless Task Force. Ms. Manzo presented strategies and goals of the Emergency Homeless Task Force. Presentation is attached to the record. City and County ARPA Allocation: Carolyn Eagan presented a report on the American Rescue Plan funds received by the City of Bend. Deschutes County Chief Financial Officer Greg Munn presented the requests received to date for ARPA funding through Deschutes County. Future joint Projects and Strategy: Ms. Eagan spoke on the managed homeless camp option in consideration for the 9th Street location. Additional sites are being considered. Discussion held on properties inside the Urban Growth Boundary. 3. OTHER TOPICS Coordinated Transportation Plans and Projects: Gary Farsnworth, ODOT reported on the Transportation System Plan. Traffic Safety Summit: Deschutes County Road Department Director Chris Doty reported on the event scheduled on September 30, 2021. September 2, 2021 Joint Meeting CITY OF BEND & DESCHUTES COUNTY 2 of 3 Stabilization Center: Holly Harris, Deschutes County Health Services reported on the services provided by the Stabilization Center. COVID Updates: Deschutes County Health Services Dr. George Conway presented the COVID update. Presentation is attached to the record. OTHER ITEMS: Mayor Russell acknowledged a need for further discussions. Commissioner DeBone offered individual meetings with City Councilors at any time. Commissioner Chang recommended a regular scheduled joint meeting. Since May 4, 2020, meetings and hearings of the Deschutes County Board of Commissioners have been conducted primarily in a virtual format. So why is the # of 24 brought up and recently a city councilor actually answered a few questions stating 36 sheds will be built. that is TRIPLE the manageable people even if only 1 resident per shed!
