November 10, 2021 My name is Dennis Gant. I live at 64636 Hunnell Road. I would first like to convey how appreciative I am that the county road department and commissioners have strived to work with the HUNS in the planning of the Hunnell Road project. I am, by no means, ungrateful for the accommodations made. I feel that we are close but not quite there in accomplishing the improvement, while striving to have the least impact on those of us who live along Hunnell Road. I am on the Board of Directors for the Swalley Irrigation District. We have done some piping projects which were not always welcomed from the property owners. So, in order to mitigate the effects of our work, we try to go the extra mile to make the construction impacts as little as possible. We try to never remove any trees unless absolutely necessary and we bring in topsoil if requested to do so. We have even paid to have native vegetation planted in the areas which were disturbed. My point is that my neighbors and I highly encourage the county to also impact our neighborhood as little as possible, while still accomplishing their objectives. If, indeed, the improvement is to allow the people who live along Hunnell Road to have better access to town, it could be accomplished by staying in the existing 'right of way' as much as possible and keeping the speed limit slow in order to maintain the safety of our neighborhood. When I built my home on Hunnell Road in 1979 1 was 300 feet from the end of the pavement. As properties were developed south of me, the road was slowly improved and I saw some traffic increase. But it was still a safe road along which to recreate. I used to be able to ride my horse to a friend's house down by the Cooley Rd Les Schwab, either along Hunnell Rd or the Swalley ditch road. As properties were developed, I could no longer use the ditch road, so Hunnell Road was the only option. I realize that with growth comes change, and I understand that. I also realize and understand the need to improve the unimproved sections of Hunnell Road, as it would allow all those who live along it to more easily get to town. The situation which I don't understand is if this is, indeed, billed as an improvement to help the people who live along Hunnell Road, why is it to be built in such a way as currently designed? I do not understand why it is necessary to condemn properties in order to straighten out the road (at expense to the county) which will only encourage people to drive faster and then spend money on traffic C) - I - calming devices to slow them down. While my property has not been condemned for this project, I do feel sorry for those who will lose property and have increased visual and auditory proximity to a major roadway. The largest impact will be to the 'Cole property' which involves taking approximately 34of an acre. The proposed design involves a huge amount of land condemnation, and this section of the road is of crucial concern. In addition to the taking of land and increased proximity to the roadway, the new road makes it much more difficult for at least one landowner to irrigate his land. I also do not see why the new road could not follow along the existing 'right of way to a point further north to a 225rnph turn and, then, turn to the east with a 25mph turn back to the north at the 'Fern property. This will significantly reduce the impact of land taking, the reconfiguration of agricultural property and, more importantly, mitigate the potential of extremely high speeds. I would greatly appreciate it if the county were to explain why the road is not being designed within the existing 'right of way' (including relief) in order to expedite the process and save money. I would also like to know why, in this quiet residential area, a 25 mph designation is not to be implemented. Additional concerns, such as the potential of using Hunnell as a detour during Highway 97 construction, further compound huge impacts to the area. It will be a crime to see the negative consequences of these actions upon the hundreds of families who call this area 'home'. Thank you for your time and I hope that you will take these items into consideration.
