Also present were Nick Lelack, County Administrator; David Doyle, County Counsel; and Taryn Sharp, BOCC Administrative Assistant (via Zoom conference call). This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website www.deschutes.org/meetings CALL TO ORDER: Chair DeBone called the meeting to order at 1:00 p.m. PLEDGE OF ALLEGIANCE ACTION ITEMS: Deschutes County Housing Update 1. Deschutes County Housing Updates Greg Munn, Chief Financial Officer, shared that a coalition of regional experts was formed to collaborate and develop a county -wide housing improvement strategy to assist the BOCC in making housing related American Rescue Plan Act (ARPA) investment decisions. The following presentation are the results of their findings and their proposals. Presentations attached to agenda. BOCC MEETING NOVEMBER 29, 2021 PAGE 1 OF 5 Lynne McConnell, Bend's Housing Director, presented a PowerPoint presentation addressing reasons why ARPA funds are being requested to be allocated to increase the affordable and workforce housing in the City. Ms. McConnell presented options the County can consider. John Roberts, City of Redmond Deputy City Manager, presented a PowerPoint presentation addressing household to income profiles in the City of Redmond and projected housing needs. Commissioner Chang expressed concern that most of the housing currently being built still exceeds the median household income range. Ms. McConnell explained how the City attempts to support workforce housing projects in efforts to help with the problem. Commissioner Adair would like solutions for affordable housing that can be carried out in less than 5 years. Chair DeBone encouraged further communication about using ARPA funds for affordable housing. 2. Consideration of a contract with Parametrix Inc. to provide Phase II services associated with the Terrebonne Wastewater Feasibility. Chris Doty, Deschutes County Road Department Director, recapped the progress made by the Road Department working with Parametrix Inc. The company has been very efficient in phase I. Mr. Doty requests the board continue working with Parametrix Inc. for Phase II. The County has negotiated the next contract. A community meeting will be held in Terrebonne to address citizen concerns and the feasibility of the project sometime in the future if needed. Commissioner Adair would like to thank Representative Bonham for his contribution in directing $1 M of his ARPA allocation to Deschutes County for use by the City of Terrebonne at the Commissioner's discretion. BOCC MEETING NOVEMBER 29, 2021 PAGE 2 OF 5 ADAIR: Move to approve Agreement #2021-926 with Parametrix Inc. in the amount not to exceed $300,000 for Phase II services associated with the Terrebonne Wastewater Feasibility Study, with written findings #1 and #2 contained in the staff report. Notice of Intent to Award Contract to Eagle Roofing Lee Randall, Deschutes County Facilities Director, presented the Deschutes Services Building Roofing Project. Replacement will provide preventative maintenance and will bring the building up to current energy code. The manufacturer warranty is for 20 years and the low bidder is a local contractor, Eagle Roofing. Eagle has completed previous projects for the County including the recent Courthouse remodel. This project represents the largest county facility reroofing project to date. CHANG: Move approval of Document No. 2021-954 Notice of Intent to Award Contract to Eagle Roofing for roof replacement at the Deschutes Services Building, 1300 NW Wall, Bend, Oregon. Motion Carried BOCC MEETING NOVEMBER 29, 2021 PAGE 3 OF 5 OTHER ITEMS: • Commissioner DeBone would like a board meeting to address putting Commercial Property Assessed Clean Energy (CPACE) back on the agenda to discuss and determine when or if to proceed. • Eric Kropp, Deputy County Administrator shared that staff will bring a CPACE report to the next BOCC meeting Monday Dec 6, 2021, covering the program options and what other counties have done. • Commissioner Chang would like CPACE put on as a new agenda item to discuss possible further interest. Commissioner Adair would also like to take a look at the program more closely. • Chair DeBone proposes they wait until they hear from the staff on Monday and then ascertain if the BOCC should hold additional public processes. • Chair DeBone had earlier proposed that the Monday work session meeting be moved to another room, similar to what occurred pre -pandemic, but still allow for public attendance. Chair DeBone would like to have the topic readdressed in the future as COVID restrictions are lifted. Commissioner Chang supports a more informal setting provided that remote attendance options are provided. Commissioner Adair supports a more personable/informal setting for the work sessions. EXECUTIVE SESSION: At the time of 2:49 p.m. the Board went into Executive Sessions under ORS 192.660 (2) (e) Real Property Negotiations. Since May 4, 2020, meetings and hearings of the Deschutes County Board of Commissioners have been conducted primarily in a virtual format. Effective June 30, 2021, COVID-based restrictions have been discontinued.
