Present were Commissioners Patti Adair, Anthony DeBone, and Phil Chang. Also present were Nick
Lelack, County Administrator; David Doyle, County Counsel; and Sharon Keith, BOCC Executive Assistant
(via Zoom conference call).

CALL TO ORDER: Chair Adair called the meeting to order at 1:00 p.m.
PLEDGE OF ALLEGIANCE
ACTION ITEMS:
1. PUBLIC HEARING: for Fee and Service Changes in Waste Connections'
Franchise Service Area in Deschutes County
Solid Waste Director Chad Centola presented the staff report and hearing
procedures. Presentation is attached to the record.

Commissioner Adair called for public testimony.
Bill Burke, Sunriver homeowner and member of Sunriver Board of Directors,
provided testimony and noted concern of moving from a subscription service
to universal service.
James Lewis, General Manager-Sunriver Owners Association, provided
testimony on a task force that reviewed recycling issues in Sunriver. The
Board of Directors was in favor of a recycling service but did not want to
support direction of a private business.
Gregory Bryant, resident of Deschutes River Woods provided testimony asking
if the service would be a subscription based. Debris pick up would benefit
residents. Mr. Bryant expressed his opinion that the service may not be
necessary for a full year.
Edward Pitera, resident of Sunriver, presented testimony in support of the
proposal noting the issues with growth seen at the current recycling depot.
Mark McConnell, resident of Sunriver noted full support of the proposal and
expressed support of the universal service.
Clark Pederson, resident of Sunriver and a member of the Board of Directors
of Sunriver. Mr. Pederson was a member of the recycling task force and
asked for support of the subscription option for service.
Ray Miao, resident of Woodside Ranch presented concern of the danger of
wildfire and the benefits of defensible space. Knott Landfill will be
overloaded yet if there was yard debris clean up throughout the year instead
of just during FireFree events. Mr. Miao supports the proposal noting the
benefits of preventing wildfire and saving lives and property.
Discussion held on the FireFree events and possibility of expanding the
offering.
Commissioner Adair called for any interest in testimony of those on Zoom or
participating via Zoom. No interest was expressed.

Timm Schimke, Senior Advisor commented on the considerations in past
research on recycling in Sunriver.
Additional comment may be sent to Chad Centola for the record. All written
comments will be compiled and included in the Board's record for
deliberations on February 28, 2022.
2. Consideration of Document No. 2022-141, Improvement Agreement
Phase A of the Caldera Springs Destination Resort Expansion
Anthony Raguine, Community Development Department, provided general
background on the IA process, and then presented the document for
consideration.

Program Manager Holly Harris presented the item for discussion via Zoom
conference call. The Board expressed support.
4. 2022 Legislative Session Update
Deputy County Administrator Whitney Hale introduced the update. Phil
Scheuers, PAC West, presented the update via Zoom conference call.

Property Manager Kristie Bollinger (via Zoom conference call) and Lee
Randall Facilities Department Director presented comment on courthouse
expansion and other campus improvement projects. The Board
recommends a list of prioritized project for the County. The 2022 Legislative
Session begins tomorrow, February 1st. Mr. Scheuers reviewed bills of
interest for Deschutes County.
5. Special Project Grant Status Update - Friends of the Children
Laura Skundrick, Administrative Analyst introduced the update. Rachel
Cardwell, Executive Director presented an update on their projects and
priorities.
6. Special Project Grant Status Update - Deschutes Basin Water
Collaborative
Laura Skundrick, Administrative Analyst introduced the update. Lisa Seales
and Scott Aycock reported on the work of the Deschutes Basin Water
Collaborative.
OTHER ITEMS:
• Deputy County Administrator Whitney Hale presented a draft letter listing
fiscal requests during the 2022 Legislative Session for Deschutes County.
The Board made recommendations for revisions.
• County Administrator Nick Lelack presented a draft letter of support for
house bill 4123 regarding houseless issues that will be sent in coordination
with the cities of La Pine, Bend, Redmond, and Sisters. The Board expressed
support.

5 and asked if Deschutes County would sponsor a table at the event. The
Board supported the $500 sponsorship.
• Commissioner DeBone reported on the Eastern Oregon Counties Association
meeting today and Commissioners Adair and DeBone split the attendance.
• Ms. Hale presented the revised letters to state legislators as discussed
previously.

• Commissioner DeBone noted there may be an opportunity for federal land
for the option of siting a developed campground and inquired if the Board
would support a feasibility study. Commissioner Chang also noted his
interest in a feasibility study for a parcel of land. Mr. Lelack commented on
the priorities discussed during the 2022 Board Retreat that will be presented
during the February 9th BOCC meeting.
EXECUTIVE SESSION:
At the time of 4:48 p.m., the Board went into Executive Session under ORS 192.660
(2) (e) Real Property Negotiations. The Board came out of executive session at 5:14
p.m. to direct staff to proceed as discussed.

BACKGROUND AND POLICY IMPLICATIONS:
On Monday, January 24, 2022, the Department of Solid Waste participated in a Work
Session with the Board of County Commissioners to discuss the expansion of residential
recyclable collection in Deschutes County. This Public Hearing is to receive public testimony
with regards to the proposed changes to fees and services for residential recycling
collection services provided by Waste Connections in Deschutes County. The changes
proposed are as follows:
• Add weekly collection of comingle recyclables and glass collection in Sunriver,
Oregon as a weekly universal side -yard collection service at a rate of $14 per month.
• Add comingle recyclables, glass and yard debris collection in Waste Connections'
Distant Rural Service Zone as a bi-weekly universal curbside service at a rate of
$14/month
• Add glass and yard debris collection in Waste Connections' Rural Service Zone as a
bi-weekly universal curbside service at a rate of $10/month
The public record will remain open for the submittal of comments until 5:00 p.m. on
Monday, February 14, 2022.

Pursuant to DCC Chapters 13.20, 13.24, and 13.28, on January 31, 2022, at a meeting scheduled
for 1 p.m., the Deschutes County Board of County Commissioners will hold a public hearing in

SUBJECT: Consideration of Request to Convert a Limited Duration 1.0 FTE
Behavioral Health Specialist to a Regular Position at the Deschutes County
Stabilization Center.
RECOMMENDED MOTION:
None, for discussion only.
BACKGROUND AND POLICY IMPLICATIONS:
The Deschutes County Stabilization Center (DCSC) serves children and adults who are in
need of short-term, mental health crisis assessment and stabilization, but do not require
the medical capabilities of an acute care hospital or longer -term residential care. The DCSC
welcomes individuals to walk in when they are experiencing a mental health crisis, or they
can be referred by local law enforcement and other community partners.
On July 26th, 2021, Health Services requested to convert 17 limited duration positions to
regular. One position was inadvertently left off that list but remains critical to the
operations of the DCSC. Position number 2873 is a BHS I position that supports day shift
operations at the DCSC by connecting individuals to entitlements and basic needs (food
boxes, transportation, housing, etc.) In addition, this position supports the Crisis
Intervention Team (CIT) Training for Law Enforcement, which is a 40-hour training that
teaches law enforcement how to identify mental health needs when responding to calls, as
well as how to intervene in those calls differently. This position is helping us go from one
training per year to three trainings per year.

BACKGROUND AND POLICY IMPLICATIONS:
During the FY22 video lottery allocation discussion, the Board initiated three new special
project grants. One of the grantees, Friends of the Children, will present at the January 31 st
Board meeting to provide the commissioners with a status update on their projects and
priorities.
BUDGET IMPACTS:
Special project grants are made available through the video lottery fund, which is
supported by state lottery proceeds. These grants were budgeted for FY 2021-22, the first
year for these new grants. Three grantees were each awarded $20,000; half of which was
paid upon signature of the agreement, with the second half initiated by completion of the
mid -year status update.

Re: Deschutes County Fiscal Requests
Dear Senator Linthicum,
On behalf of Deschutes County residents, we would like to request your consideration of the following fiscal
requests during the FY 2022 legislative session:
1. Deschutes County Circuit Court Renovation Costs;.
During the 2021 legislative session, the legislature approved two new judges for the Deschutes County
Circuit Court through HB 3011. As a result, Deschutes County is moving forward with a much -needed
renovation and addition to existing court facilities The, current court facility minimally meets current
space needs for services and will not accommodate Deschutes County's new judges. Additionally, one of
the existing courtrooms (Courtroom F), is undersizedand does not meet current needs.
Deschutes County is requesting $15 million in funding assistance to support the following renovations:
• Courtroom„.F conversion to Hearing Room
• Expansion of basement jury assembly into existing Hearing Room
• Revision and separation of interior pathways in the existing courthouse to accommodate separation
of public, staff, and in -custody traffic.
• Expansion upgrade of security checkpoint at main lobby entrance
The County plans tocontribute an ;additional estimated $27.2 million to add 40,000 square feet to the
current courthouse, which will include a three-story addition and secure basement -level parking. This plan
will add four courtrooms, office space for current and future needs and secure parking for inmate
transport and judge parking. Last week, the County also approved a plan to add at least 48 parking spaces
to meet the parking requirements for the courthouse expansion in compliance with the City of Bend code
at an estimated cost of $2.8 million. Once funding is secured and the project it approved, the project is
expected to take 24 - 36 months to complete.
We are also participating in the AOC-OJD Court Facilities Task Force and plan to request funding support
for courthouse project renovation costs through the committee's process.
2. $350,000 to support the extension of infrastructure to serve the Oasis Village/transitional
housing site in Redmond and the CORE3 project property.

a. The County has committed 10 acres of county -owned to support the Oasis Village project and
land for low to no barrier RV parking and other similar uses. Similar to the Central Oregon
Veterans Village model, Oasis Village (which will use 2 acres of the 10 acre site) is a proposed low
barrier temporary / transitional village shelter in East Redmond that will include a kitchen, shower
and restrooms. The Board has committed $399,550 in ARPA funding to support Oasis Village.
b. CORE3 is a regionally supported project with the vision to develop a facility that will operate as
an emergency services and training coordination center for first responders in Central Oregon.
The Board of Commissioners has committed 300 acres of County -owned land to the project, which
was recently appraised at more than $16 million. The County has also committed $30,000 in
funding to support land use and environmental consulting.
3. Support for the La Pine Community Health Center Expansion
In Southern Deschutes County, the La Pine Community Health Center (LPHC) is seeking support to
build a new 27,000 square foot building that will allow for expanded access for medical, behavioral,
and mental health care, as well as dental care, diagnostic imaging and on -site support services for
employees. Total project cost is estimated at $12 million and LPHC has identified $2 million for
construction costs. If the project moves forward, the County plans to site our behavioral health
services at the new facility.
State support for this project will result in greater health outcomes in one of the most economically
distressed parts of Deschutes County. The proposed "health care hub" model will address needs that
have resulted from both the COVID-19 pandemic and the growth of the La Pine area. In La Pine,
residents can experience challenges accessing affordable primary and specialty health care and
getting to and from appointments. Unlike in larger metropolitan areas, telehealth is not an option for
all residents because a large number of patients face connectivity issues.
4. City of La Pine transit center improvements - $250,000. Please contact the City of La Pine for
additional information.
5. City of La Pine pedestrian trail improvements - $100,000. Please contact the City of La Pine
additional information.

Chair Fahey, Vice Chairs Campos and Morgan and Members of the Committee:
Deschutes County and the Cities of Bend, La Pine, Redmond, and Sisters join together to support House Bill
4123.
The $1 million in funding dedicated to Deschutes County and its four cities offers an opportunity to establish a
collaborative office that can help streamline the work of dozens of local organizations serving our regional
houseless population as well as enable a community -wide approach to addressing houselessness under a
shared set of principles, priorities, and strategies.
With unified governance and leadership, community stakeholders such as service providers, school districts,
faith -based organizations, community -based organizations, neighborhood groups, business partners, landlords,
culturally -specific organizations, housing developers, financing partners, and regional and state advocates and
agencies will be better equipped to engage with and support county -wide efforts to address houselessness.
A coordinated houseless response would facilitate a shared service model; a model proven to increase
efficiency, effectiveness, and yield the biggest impact on our houseless community members.
Furthermore, we support HB 4123 for empowering a diverse region like ours to have equal local government
agency representation in overseeing the collaborative office and execution of a cohesive county -wide plan that
reflects each community's specific needs.
