An Order Establishing Rates for Franchised
Collection of Waste and Recyclables in the
Unincorporated Areas of Deschutes County
* ORDER NO. 2022-015
WHEREAS, Certain companies holding County franchises to collect solid waste within unincorporated
areas of Deschutes County, Oregon have requested a collection rate increase in accordance with County policy;
and
WHEREAS, The Director of Solid Waste and the County Administrator have reviewed the rate request
and made recommendations regarding rates and services; and
WHEREAS, The Board of County Commissioners has reviewed the proposed adjustments and the
Director of Solid Waste's recommendation; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. The maximum rates for collection of solid waste within the unincorporated area of Deschutes
County designated as the Distant Rural Collection Area Servedby Wilderness Garbage and Recycling Lei Jtces
set forth in Exhibit A, attached hereto and by this reference incorporated herein, are hereby approved effecting
April 1, 2022.
Section 2. The maximum rates for collection of solid waste within the unincorporated area of Deschutes
County designated as the Rural Collection Area Served by Cascade Disposal set forth in Exhibit B, attached hereto
and by this reference incorporated herein, are hereby approved effecting April 1, 2022.
Section 3. The maximum rates for collection of solid waste within the unincorporated area of Deschutes
County designated as the Distant Rural Collection Area Served by Cascade Disposal set forth in Exhibit C,
attached hereto and by this reference incorporated herein, are hereby approved effecting April 1, 2022.
Section 4. The maximum rates for collection of solid waste within the unincorporated area of Deschutes
County designated as the Distant Rural Collection Area Served by Bend Garbage and Recycling Company, Inc.
and High Country Disposal Company, Inc. set forth in Exhibit D, attached hereto and by this reference
incorporated herein, are hereby approved effecting April 1, 2022.
Section 5. The maximum rates for collection of solid waste within the unincorporated area of Deschutes
County designated as the Distant Rural Collection Area Served by Bend Garbage and Recycling Company, Inc.
and High Country Disposal Company, Inc. set forth in Exhibit E, attached hereto and by this reference
incorporated herein, are hereby approved effecting April 1, 2022.

SUBJECT: Consideration of Board Signature of Order No. 2022-015, Amending Franchised
Solid Waste Collection Rates
RECOMMENDED MOTION:
Consider versions of rate and service changes on the Order exhibits and move approval of
Board Signature on Order No. 2022-015 with either Option 1 or Option 2 exhibits.
BACKGROUND AND POLICY IMPLICATIONS:
Over the past 2 months, the Board has held a Work Session, Public Hearing and
Deliberations on changes to the services provided and rates charged by Cascade Disposal
for waste and recyclables collection in their unincorporated Deschutes County franchise
district.
At the February 28 deliberations session, the Board directed staff to prepare a Board Order
accommodating the universal service proposal for Cascade Disposal's Sunriver service zone
(includes a portion of the Crosswater subdivision), which adds weekly side yard comingle
and glass collection for an additional $14/month.
The Board also directed staff to work with Cascade Disposal to refine the proposal for
Cascade Disposal's Rural and Distant Rural Zones as follows:
• Add glass as an addition to the existing universal service in Rural Zone
Add comingle and glass as a new universal service in the Distant Rural Zone
Add yard debris as a subscription service in the Rural and Distant Rural Zones.
Cascade Disposal has proposed the following rate and service changes for the Rural and
Distant Rural Zones:
• Glass will be added to both the Rural and Distant Rural zones for an additional
$4.25/month as a universal biweekly service. As part of this service change, Cascade
Disposal's Rural Zone will be expanded to include all of its Franchise Service District,
excluding Sunriver. The Sunriver service zone will be the new Distant Rural Service
Zone for purposes of the Board Order and rate exhibits (see attached maps). Distant
Rural customers that will be included in the expanded Rural Zone will receive
biweekly comingle collection and will see variable changes in their rates, depending
on the container size they have signed up for.
Yard debris collection will made available as a biweekly service to customers in the
modified Rural Zone as a subscription service for $7/month.
The overall changes to the rates that Cascade Disposal has proposed are summarized on
the attached table.
Considering that the rate and service changes proposed by Cascade Disposal for the Rural
and Distant Rural zones have not been deliberated by the Board, staff has prepared two
options for the Board to consider for the exhibits to be attached to Order No. 2022-015:
Option 1: Order 2022-015 authorizes rate and service changes to Sunriver only. This exhibit
option would add universal comingle and glass collection in Sunriver for an additional
$14/month (only Exhibit C is modified). With this option, the Board can deliberate further
on the current proposal for the Rural and Distant Rural Zones and/or direct staff to revisit
the Rural and Distant Rural proposal and return to the Board with an alternate proposal at
a future Board Meeting.
Option 2: Order 2022-015 authorizes rate and service changes for all of Cascade Disposal's
franchise district as currently proposed (Exhibits B and C are modified):
• Add universal comingle and glass collection in Sunriver for an additional $14/month.
• Add comingle and glass as a universal service in an expanded Rural Service Zone for
an additional $4.25/month. Distant Rural rates and services will be normalized to
the revised Rural Universal rate, resulting in some variation of rate changes as
shown on the attached table.
• Add subscription yard debris collection in the expanded Rural Service Zone at a rate
of $7/month
