BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON
A Resolution to Adopt a Supplemental Budget
And Increase Appropriations Within the 2022-23 * RESOLUTION NO. 2022-054
Deschutes County Budget
WHEREAS, the Deschutes County Health Services department presented to the Board of
County Commissioners on 6/29/2022, with regards to House Bill 4004 authorizing Oregon Health
Authority to grant funds to behavioral health care providers to increase compensation to the
providers' staff and pay hiring and retention bonuses if necessary, to recruit new staff or retain the
providers' staff, and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, it is necessary to increase appropriations by $3,466,092 within the Health
Services Fund, now, therefore;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the following revenue be budgeted in the 2022-23 County Budget:
Health Services
State Miscellaneous $ 3,466,092
Health Services Total $ 3,466,092
Section 2. That the following expenditures be budgeted in the 2022-23 County Budget:
Health Services
Program Expense $ 3,466,092
Health Services Total $ 3,466,092

Deschutes County Budget.
RECOMMENDED MOTION:
Move Approval of Resolution No. 2022-054 Adopting a Supplemental Budget and Increasing
Appropriations within the Health Services Fund and 2022-23 Deschutes County Budget.
BACKGROUND AND POLICY IMPLICATIONS:
On June 29, 2022, the Deschutes County Health Services department presented to the
Board the recent Oregon Health Authority award of $3,466,092 authorized by House Bill
4004 to distribute grant funds to behavioral health care providers to increase
compensation to the providers' staff and pay hiring and retention bonuses if necessary, to
recruit new staff or retain the providers' staff.
BUDGET IMPACTS:
The award provides $3,466,092 funding in the fiscal year 2022-23. Approximately $2.6
million will fund signing and retention compensation, and $866,500 will fund the Behavioral
Health Workforce Incentive Program.
