BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON
A Resolution to Adopt a Supplemental Budget
And Increase Appropriations Within the * RESOLUTION NO. 2022-053
2022-23 Deschutes County Budget
WHEREAS, the Deschutes County Health Services department presented to the Board of
County Commissioners on 7/6/2022, with regards to accepting the Oregon Health Authority grant
award providing the Early Assessment Support Alliance (EASA) program with stimulus funds,
and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, it is necessary to increase appropriations by $85,000 within the Health
Services Fund, now, therefore;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the following revenue be appropriated in the 2022-23 County Budget:
Health Services
State Grant $ 85,000
Health Services Total $ 85,000
Section 2. That the following expenditures be appropriated in the 2022-23 County Budget:
Health Services
Program Expense $ 85,000
Health Services Total $ 85,000

SUBJECT: Consideration of Resolution No. 2022-053 Adopting a Supplemental Budget and
Increasing Appropriations within the Health Services Fund and 2022-23
Deschutes County Budget.
RECOMMENDED MOTION:
Move Approval of Resolution No. 2022-053 Adopting a Supplemental Budget and Increasing
Appropriations within the Health Services Fund and 2022-23 Deschutes County Budget.
BACKGROUND AND POLICY IMPLICATIONS:
On July 6, 2022, the Deschutes County Health Services department presented to the Board
the recent Oregon Health Authority award of stimulus funding for Early Assessment
Support Alliance (EASA) programs for the next three fiscal years. These stimulus funds will
be used to support young persons experiencing their first episode of psychosis, will
promote stabilization and reduce hospitalization and risk for acute care support; will aid in
addressing health care disparities by allowing flexible funding to purchase food, clothing,
cell phones and technology to support treatment and providing alternative transportation
options; and to address the National Opioid crisis.
BUDGET IMPACTS:
The award provides $85,000 of funding in the fiscal year 2022-23. An additional $165,000
will be funded during the 2023-2025 State biennium.
