Also present were Nick Lelack, County Administrator; Deputy County Administrator Whitney Hale, Assistant Legal Counsel Kim Riley, and (via Zoom conference call) Board Executive Assistant Sharon Keith This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website www.deschutes.org/meetings The Deschutes County Commissioners conducted interviews for three firms that were selected as finalists in response to the request for proposals to provide state legislative representation and lobbying services to Deschutes County. Public Affairs Counsel: Director of Strategic Partnerships Patrick Sieng and Director of Government Affairs Justen Rainey presented the proposal for services. Presentation is attached to the record. PAC/West: Lobbyist Phil Scheuers reported on their proposal for services. PAC West has been providing lobbying services over the past several years. NW Policy Advocates: President Doug Riggs presented a handout to the panel and reviewed his connections to Central Oregon and experiences with local government and the Association of Oregon Counties. Legislative Director Iris Maria Chavez presented via Zoom conference call. The Commissioners will score the candidates through a rating sheet and return them to Ms. Hale. Consideration of candidate selection will be held during discussion at the August 8, 2022 BOCC meeting. Meeting Format: The Oregon legislature passed House Bill (HB) 2560 which requires that public meetings be accessible remotely, effective on January 1, 2022, with the exception of executive sessions. Public bodies must provide the public an opportunity to access and attend public meetings by phone, video, or other virtual means. Location: The interviews will be conducted in the DeArmond Room, 1300 NW Wall Street, Bend and will also be available for viewing via Zoom Conference CaII.
