2022-409-Resolution No. 2022-070 Recorded 10/27/2022REVIEWED LEGAL COUNSEL Recorded in Deschutes County Steve Dennison, County Clerk Commissioners' Journal q,✓y`��FS Co 2022-409 CJ2022-409 10/27/2022 4:04:47 PM For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution to Increase Appropriations and FTE * Within the 2022-23 Deschutes County Budget * RESOLUTION NO. 2022-070 * WHEREAS, the Deschutes County Health Services department presented to the Board of County Commissioners on 10/05/2022, with regards to accepting City of Bend ARPA funding to expand the Mobile Crisis Team, and WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by resolution of the governing body, and WHEREAS, Deschutes County Policy HR-1 requires that the creation of or increase in FTE outside the adopted budget be approved by the Board of County Commissioners, and WHEREAS, it is necessary to recognize funds and increase appropriations by $164,000 within the Health Services Fund, now, therefore; BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following revenue be recognized in the 2022-23 County Budget: Health Services Local Government Grants $ 164,000 Health Services Total $ 164,000 Section 2. That the following expenditures be appropriated in the 2022-23 County Budget: Health Services Program Expense $ 164,000 Health Services Total $ 164,000 Page 1 OF 2-Resolution no. 2022-070 Section 3. RECOMMENDED MOTION: Move Approval of Resolution No. 2022-070Increasing Appropriations and FTE within the Health Services Fund and 2022-23 Deschutes County Budget. BACKGROUND AND POLICY IMPLICATIONS: On October 51", 2022, the Deschutes County Health Services department presented to the Board of County Commissioners with regards to accepting $328,000 in City of Bend ARPA funds to expand the Mobile Crisis Team. Only $164,000 in funds will be appropriated in this fiscal year, and the majority will be used to fund 1.0 regular duration Behavioral Health Specialist I FTE. BUDGET IMPACTS: This resolution recognizes ARPA funds from the City of Bend, and appropriates $164,000 of these funds in Health Services Program Expense to cover new personnel costs related to the expansion of the Mobile Crisis Team.
