CALL TO ORDER: Chair Adair called the meeting to order at 1:00 p.m.

ACTION ITEMS:
6. Consideration of Chair signature on Document No. 2022-847, amending a
grant agreement with OHA, and Board Signature of Resolution No. 2022-072
increasing appropriations within the Health Services Fund and the 2022-23
Deschutes County budget
Cheryl Smallman, Business Officer for Health Services, explained that the
amendment to the grant agreement increases funding from $3,070,000 to
$3,470,000 and extends the expiration date to June 30, 2023. The purpose of the
agreement is to appropriate FEMA funds to expedite and maximize the COVID-
19 vaccination rate.
Public Health Program Manager Emily Horton reported on community vaccine
clinics offered to the public in various locations and on efforts to administer
vaccines at congregate settings such as long-term care facilities. She anticipated
the demand for vaccines to fluctuate depending on current case numbers and
the availability of new vaccines.

OTHER ITEMS:
• Commissioner DeBone shared a request from Trinity Lutheran's Government
class to utilize the Board's meeting room for a mock Congressional hearing
on Wednesday, December 141"
• Commissioner DeBone offered to participate in the Eastern Oregon Caucus
call on November 10t"
• Commissioner DeBone referred to a letter to the Department of State Lands
(DSL) from the Fair Board and suggested that a copy be sent to the
Governor's Office. Commissioner Adair stated she talked with the Governor
about this issue.
• Commissioner Adair noted Commissioner DeBone will attend the Health
Council meeting this Thursday on her behalf.
• Commissioner Adair noted Veteran's Day this Friday and acknowledged the
16,000 veterans in Deschutes County, thanking them for their service.
• Commissioner Chang reported on the COIC board meeting last Thursday
where mobility hubs were discussed.
• Referring to a meeting regarding prescribed fires in the west Bend project
area, Commissioner Chang advocated for allowing burns larger than 50 acres
come spring.
• Commissioner Chang will attend the NACo public land sub -committee
meeting this afternoon if possible.
• Commissioner Adair reported on a meeting at OSU Cascades last Thursday
and said more bus routes are needed for students, especially given current
high gas prices.
EXECUTIVE SESSIONS:
At 1:21 p.m., the Board went into Executive Session under ORS 192.660 (2) (h) Litigation.

At the time of 2:08 p.m., the Board moved out of Executive Session to direct staff to
proceed as directed.
At the time of 2:08 p.m. the Board went into Executive Session under ORS 192.660 (2) (e)
Real Property Negotiations.
The Board moved out of executive session at 2:16 p.m. to direct staff to proceed as
discussed.

Being no further items to come before the Board, the meeting was adjourned at 2:16 p.m.

AGENDA
MEETING FORMAT: The Oregon legislature passed House Bill (HB) 2560, which requires that public
meetings be accessible remotely, effective on January 1, 2022, with the exception of executive
sessions. Public bodies must provide the public an opportunity to access and attend public
meetings by phone, video, or other virtual means. Additionally, when in -person testimony, either
oral or written is allowed at the meeting, then testimony must also be allowed electronically via,
phone, video, email, or other electronic/virtual means.
Attendance/Participation options are described above. Members of the public may still view the
BOCC meetings/hearings in real time via the Public Meeting Portal at www.deschutes.org/meetings
Citizen Input: Citizen Input is invited in order to provide the public with an opportunity to comment
on any meeting topic that is not on the current agenda. Citizen Input is provided by submitting an
email to: citizeninput@deschutes.org or by leaving a voice message at 541-385-1734. Citizen input
received by noon on Tuesday will be included in the Citizen Input meeting record for topics that are
not included on the Wednesday agenda.
Zoom Meeting Information: Staff and citizens that are presenting agenda items to the Board for
consideration or who are planning to testify in a scheduled public hearing may participate via Zoom
meeting. The Zoom meeting id, and password will be included in either the public hearing materials
or through a meeting invite once your agenda item has been included on the agenda. Upon
entering the Zoom meeting, you will automatically be placed on hold and in the waiting room. Once
you are ready to present your agenda item, you will be unmuted and placed in the spotlight for your
presentation. If you are providing testimony during a hearing, you will be placed in the waiting room
until the time of testimony, staff will announce your name and unmute your connection to be invited
for testimony. Detailed instructions will be included in the public hearing materials and will be
announced at the outset of the public hearing.
