2022-460-Ordinance No. 2022-012 Recorded 12/20/2022REVIEWED LEGAL COUNSEL Recorded in Deschutes County CJ2022-460 Steve Dennison, County Clerk 2/20/2022 10:54:40 AM Commissioners' Journal �1 'C10 1 FS C0G2� 2022-460 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCI IUTES COUNTY, OREGON An Ordinance Enacting Section 2.04.052 of the Deschutes County Code. * ORDINANCE NO. 2022-012 WHEREAS, the Deschutes County Code (DCC) contains rules and regulations duly enacted through ordinance by Deschutes County and the Deschutes County Board of Commissioners; and WHEREAS, from time -to -time the need arises to make amendments, including new enactments to the DCC; and WHEREAS, as approved by the electors of the county at the November 2022 General Election, the mode of selecting Commissioner positions has been changed from partisan to non -partisan; and WHEREAS, the Board of County Commissioners of Deschutes County considered this matter at a duly noticed Board meeting on December 14, 2022, and determined that the election results mandate enactment of DCC 2.04.052; now therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDAINS as follows: Section i . ENACTMENT. The identified new section 2.04.052 of the DCC, as fully appearing in Exhibit his enacted as provided in Section 2. PAGE I OF 2 - ORDINANCE NO.2022-012 Section 2. EFFECTIVE DATE. Pursuant to ORS 203.045(9), this Ordinance takes effect immediately. As approved by the electors at the November 2022 General Election, the mode of selection for Commissioner positions shall be non -partisan. Political parties will not nominate candidates for Commissioner. Party affiliations of candidates for Commissioner will not be listed on the ballot. No notation of party membership or non -membership will be included in county records. BACKGROUND AND POLICY IMPLICATIONS: In November 2022, Ballot Measure No. 9-148 was passed by the electors of Deschutes County, mandating that the mode of selection for Commissioner positions become non- partisan.
