2023-65-Resolution No. 2023-003 Recorded 2/27/2023Recorded in Deschutes County CJ2023-65 Steve Dennison, County Clerk Commissioners' Journal 02/27/2023 9:40:59 AM � REVIEWED 2023 65 LEGAL COUNSEL For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Increasing Appropriations and FTE Within the 2022-23 Deschutes County * RESOLUTION NO. 2023-003 Budget WHEREAS, Deschutes County Victim's Assistance has been granted Federal funds from the Stop Violence Against Women Act (VAWA) and private grants from the Roundhouse foundation to match VAWA funds and the United Way to support victims, and WHEREAS, it is necessary to accept the aforementioned grant funds, and WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by resolution of the governing body, and WHEREAS, it is necessary to recognize funds and increase program expense appropriations by $178,394 within the Victim's Assistance fund, and WHEREAS, Deschutes County Policy HR-1 requires that the creation of or increase in FTE outside the adopted budget be approved by the Board of County Commissioners; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following revenue be recognized in the 2022-23 County Budget: Victim's Assistance Fund Federal Grant $ 49,544 Local Grant 128,850 Victim's Assistance Fund Total $ 178,394 Page 1 OF 3-Resolution no. 2023-003 Section 2. That the following expenditures be budgeted in the 2022-23 County Budget: Victim's Assistance Fund Program Expense $ 178,394 Section 3. That the following FTE be added: Job Class Position Type Duration if FTE Number Limited Duration Victim's Advocate N/A Limited 1/l/2023- 1.00 Duration 12/31/2025 Total FTE 1 1.00 Section 4. That the Human Resources Director make the appropriate entries in the Deschutes County FTE Authorized Positions Roster to reflect the above FTE changes. Section 5. MEETING DATE: February 22, 2023 SUBJECT: Resolution 2023-033, accepting grant funds and increasing limited duration FTE and appropriations within the FY22-23 Deschutes County Budget to assist victims of domestic violence and sexual assault RECOMMENDED MOTION: Move approval of Resolution 2023-033, accepting grant funds and increasing limited duration FTE and appropriations within the FY22-23 Deschutes County Budget. BACKGROUND AND POLICY IMPLICATIONS: The Violence Against Women Act (VAWA) provides funding opportunities to jurisdictions to assist in strengthening the criminal justice system's response to domestic violence and sexual assault. The Roundhouse foundation has provided grant funds to match VAWA and also to support victim's assistance. These grants would provide funding for 1.0 limited duration FTE through 12/31 /2025 in support of Victim's Assistance. This resolution also recognizes funds from United Way that will be passed through for online threat assessment. BUDGET IMPACTS: Accepting grant funds and increasing appropriations by $178,394 to fund 1.0 limited duration FTE, pass through funds for online threat assessment, and support for victim's assistance.
