CALL TO ORDER: Chair Barrett called the meeting to order at 12:18 p.m.
Human Resources Director Kathleen Hinman presented an overview of the
responsibilities of the Elected Officials Compensation Board, which is authorized
under ORS 204.112. To support the Board in its duty to establish compensation
amounts for elected officials, Human Resources provides data from the
comparable counties of Clackamas, Lane, Jackson, and Marion as well as
compensation data for County department directors and each of the elected
official's seconds -in -command. Hinman explained that staff also takes the
compensation philosophy adopted by the Board of County Commissioners into
consideration when making its recommendations to the Compensation Board.
Responding to County Administrator Nick Lelack, Hinman explained why certain
jurisdictions such as Washington County and the City of Bend are not used as
comparables. She noted that all four counties surveyed for salary data are larger
than Deschutes County.
Treasurer: Discussion ensued regarding: the change in circumstances as of
January 1st when the newly elected Treasurer assumed office; the recent action
by the Board of Commissioners to adopt a list of responsibilities for this
position; and the County's recommendation that the position be compensated
at 20% of a full-time equivalent at an annual salary of $29,227 (not including
retirement contributions).

Motion: Judy Trego moved that the Treasurer position be compensated at half the
FY24 pay rate of the mid -point of pay grade N427, which will amount to $77,382.
Jim Fister seconded the motion, which carried 3 - 0.
Assessor: The recommendation proposed for a 5% increase to the base pay
for the purpose of maintaining a 5% spread from the pay rate for the Deputy
Assessor. This percentage does not include the 4% COLA adjustment that will
be made.
Motion: Judy Trego moved to set the Assessor's annual salary at $169,443.63.
Jim Fister seconded the motion, which carried 3 - 0.
Clerk: The recommendation proposed for a 4.0 COLA increase. Discussion
ensued regarding the position's critical role in maintaining the integrity of
elections.
Motion: Judy Trego moved to set the Clerk's annual salary at $141,348. Jim Fister
seconded the motion, which carried 3 - 0.
• Commissioners: The recommendation proposed for an 8% increase to
align with the County's compensation philosophy. Discussion ensued
regarding adding a 4% COLA adjustment.
Motion: Judy Trego moved to set the annual base pay for Commissioners at
$125,149.19. Jim Fister seconded the motion, which carried 3 - 0.
District Attorney: Hinman explained that the State pays the majority of the
DA's salary; the County can elect to pay an additional amount. The
recommendation is to increase the current County -paid amount from
$46,040 to $59,852. With a 4% COLA, the total amount paid by the County
would be $62,246.08.
Motion: Judy Trego moved to set the County -paid portion of the District
Attorneys' compensation at $62,246.08. Jim Fister seconded the motion, which
carried 3 - 0.
Sheriff: The recommendation proposed for a 3% adjustment to align with
the County's compensation philosophy. Discussion ensued regarding
salaries paid to Bend's chief of police, deputy chief and captains, and the
desire to ensure the Sheriffs salary is sufficiently competitive to attract good
candidates in the future.
Motion: Judy Trego moved to set the Sheriffs base salary at $202,914. Jim Fister

seconded the motion, which carried 3 - 0.
Justice of the Peace: The County recommended no change to the base
salary for this position, which is due to receive a 4% COLA adjustment.
Hinman noted this position is compensated at a 60% full-time equivalent
rate.
Motion: Judy Trego moved to compensate this position at $134,745.52, which
includes a 4% COLA. Jim Fister seconded the motion, which carried 3 - 0.

SUBJECT: Recommendation of a compensation schedule for Elected Officials as guided by
Oregon Revised Statute 204.112. The Elected Officials Compensation Board's
recommendations will be forwarded to the Budget Committee for final
consideration and adoption.
BACKGROUND AND POLICY IMPLICATIONS:
The Compensation Board will review compensation for elected officials of Deschutes
County comparators (Clackamas, Lane, Marion, and Jackson Counties.) The Compensation
Board will review staffs summary comparing positions with similar responsibilities and
accountabilities as well as planned cost of living adjustments among comparable
jurisdictions that provide similar services in an effort to address market compensation
factors. The board will also review salaries of the employees who hold a second -in -
command role in departments and offices run by an elected official to address any
compression.
Staff recommendations for adjustments listed in the summary include market adjustments
needed to meet the County's compensation philosophy and address any compression,
however they do not factor in a cost of living adjustment.
Staff will provide an overview of the Treasurer responsibilities as recently adopted by the
board to support a review of the compensation schedule for the Treasurer.

`1 Elected Officials Compensation Board -Overview
Deschutes County's Elected Official Compensation Board is a member advisory board responsible to conduct an
annual review of Deschutes County Elected Officials' salaries and to recommend an appropriate compensation
package in accordance with ORS 204.112, summarized below.
County Officers - ORS 204.112 - County Compensation Board
(1) Each county governing body shall appoint a county compensation board. A county compensation
board shall consist of from three to five members, who are knowledgeable in personnel and
compensation management.
➢ The County has designated these duties to the public members of the Budget Committee.
(2) The county compensation board shall annually recommend a compensation schedule for the county
elective officers mentioned in ORS 204.005 (Election or appointment of county officers).
(3) The county compensation board shall annually
• review the compensation paid to persons comparably employed by the State of Oregon, local
public bodies and private businesses within a labor market deemed appropriate by the board for
each elective officer;
• the county compensation board shall take into account such factors as the number of
employees supervised and the size of the budget administered by each elective officer, the
duties and responsibilities of each elective officer, and;
• the compensation paid to subordinates and other appointed employees who serve in positions
of comparable management responsibility;
• prepare and approve by majority vote a recommended compensation schedule for the elective
officers and shall submit the recommended compensation schedule to the county governing
body.
(4) Notwithstanding subsections (1) to (3) of this section, the sheriff's salary shall be fixed in an amount,
which is not less than that for any member of the sheriff's department. [1989 c.941 §1]
Human Resources provides the Board with an analysis report for review and consideration. This report is
comprised of data from the comparable counties of Clackamas, Lane, Jackson, and Marion. The report also
includes compensation data for the Elected Officer's subordinates, as well as County Director positions as
comparable.
The County's Compensation Strategy is also taken into consideration when reviewing the compensation survey
data. In December of 2017, the Board of County Commissioners adopted the following:

BACKGROUND:
Effective January 1, 2021 the Elected Officials Compensation Committee created Order No. 2020-005,
authorizing alternative compensation for the Deschutes County Treasurer as follows:
Providing that the Treasurer is also the appointed CFO, the annual compensation shall be
$5,110 paid in equal monthly installments at the time and in the manner that county
employees are paid. This amount is subject to adjustment by the EOCC during the annual
county budget process conducted in May/June.
Providing that the Treasurer is not the appointed CFO, the annual compensation shall be 10%
of the top -step pay level for the CFO position (currently $17,293), subject to adjustment by
the EOCC during the annual county budget process conducted in May/June.
At the time this order was established, Administration estimated the Treasurer duties to be
around 10% of a full time staff. Because the positions of appointed CFO and the elected Treasurer
are no longer held by the same person, it was important to define the responsibilities of the
Treasurer, apart from those of the CFO and department finance staff. Recently the CFO,
Treasurer, and other county staff met and identified the responsibilities of the Treasurer. On April
24 the Board of County Commissioners approved the resolution establishing the responsibilities
for Treasurer.
Staff reviewed positions with similar responsibilities and accountabilities among comparable
jurisdictions to establish a market average. The Treasurer role differs greatly from county to
county. It should be noted that in the counties with an elected Treasurer, there is a Chief Financial
position in addition to the Treasurer position.
Clackamas County Treasurer (elected) — The Treasurer's Office has 5 staff in addition to the
Treasurer. The Treasurer's Office is responsible for investment and banking management
and agreements, the maintenance of 50 County and Public trust accounts, and participates in
debt service payments and management. The Office is also responsible for all cash
management including reconciling the County's bank accounts, tax distribution, payment
card program, and the data security standard (PCi compliance.) Additionally, the Treasurer is
also the appointed Internal Audit Director and manages the internal audit function and fraud
hotline.
Jackson County (appointed) - The investment portfolio is managed the Finance Director who
is the County Treasurer. Treasurer duties are incorporated into the Finance Director and
staff duties.
Lane County (appointed) - The Financial Services Manager is the appointed the Treasurer.
Treasurer duties are incorporated into the Financial Services Manager and staff duties.
Marion County Treasurer (elected) - The Treasurer's Office receipts all revenue, maintains
records for the receipt, investment and payment of county funds. The Treasurer maintains
bank accounts at various banks as well as the State Treasury Local Government Investment
Pool, is the investment manager for Marion County, and oversees the Payment Card
Processing Policy. In July 2022 the Treasurer's Office was consolidated organizationally and
budgetarily with the Finance Department.
HR staff used the standard process and applied the County's compensation philosophy in
establishing a recommended full time equivalent annual salary structure for the Treasurer. Staff
reviewed positions with similar responsibilities and accountabilities among comparable
jurisdictions to establish a market average, adding 5% to the market average reaching the County's
compensation philosophy.
County staff reviewed the responsibilities and expect the new role to regularly be about 20 - 30%
of a full time staff; and the Treasurer reports currently spending about 4 hours per day (50%) on
the role including getting up to speed and participating in community events. Given this review,
the County is recommending the compensation be set at 20% of a full time equivalent.

DESCHUTES COUNTY TREASURER RESPONSIBILITIES
(April 2023)
RESPONSIBLE FOR THE INVESTMENT PORTFOLIO:
1. Designated by the Board of County Commissioners as the primary investment officer.
(CFO designated as secondary investment officer.)
2. Makes investment decisions based on the holdings within the portfolio, pooled cash available and
investment timeline.
3. Collaborates with investment brokers/dealers in purchasing long and short-term investments.
4. Align with CFO on forecasting cash inflows/outflows to match with investment timelines.
5. Coordinates broker/dealer relationships and safekeepers.
6. Coordinates the County Investment Advisory Committee, chairs bi-annual meetings.
7. Reviews daily, monthly, and annual reports prepared by the Finance Department and submits to Board.
8. Presents monthly reports and economic updates to the Board of County Commissioners.
9. Ensures funds are invested in accordance with the County's Investment Policy as well as Oregon
Revised Statutes. Provide on -going management of existing investment pool to ensure performance
while maintaining acceptable credit quality.
RESPONSIBLE FOR PROPERTY TAX DISTRIBUTION:
1. Approves distribution of all property taxes collected by the Tax Collector's office to the taxing districts
within the County.
2. Within five business days of receiving a statement from the Tax Collector, approves amount of money
distributed to the taxing units according to the ratios provided in ORS 311.390,
3. Distributes interest earned on funds in the unsegregated tax collections account at least as often as the
treasurer receives a statement from the tax collector.
RESPONSIBLE FOR REVIEWING PROPOSED LEGISLATION:
1. Analyzes State and monitors Federal legislation related to the Treasurer responsibilities to determine
the impact on the County.
2. Assists in preparing and documenting the County legislative responses and recommendations to the
Board of County Commissioners.
RESPONSIBLE FOR GENERAL BANKING SERVICES RELATIONSHIPS:
1. Acts as chief liaison between the county and general banking services providers, including merchant
services providers.
2. Reviews the services, benefits and costs of all services offered by banks and other third -party vendors
and makes recommendations to CFO.
3. Reviews bank accounts for appropriate account structure (including additions/deletions) and accounts
with the State Treasury Investment Pool.
4. Ensures all funds are safeguarded through the Public Funds Collateralization Program (ORS 295).
5. Reviews the account analysis statement for services provided, volumes processed, charges assessed
and earnings credit calculation, and resolves any discrepancies.
RESPONSIBLE FOR THE COUNTY'S PCI COMPLIANCE PROGRAM:
1. In partnership with the IT Department, responsible for the implementation and sustainability of the
County's compliance program for Payment Card Industry Data Security Standard (PCI DSS).
2. Works with departments, including the IT Department, on Point -of -Sale (POS) devices, Merchant
Identifications (MIDs), apps and contracts to ensure PCI compliance, and makes recommendations to
CFO.
3. Provides expertise as needed in gateway reviews for new software and PCI compliance, including the IT
Department when necessary.
4. Leads ongoing PCI awareness program.
S. Collaborates with the IT department to ensure that the payment solutions and their associated PCI
compliance requirements for cardholder data are achievable and in adherence to the standards.
