A Resolution Converting FTE Within
the 2023-24 Deschutes County * RESOLUTION NO. 2023-065
Budget
WHEREAS, the Deschutes County Health Services department presented to the Board of
County Commissioners on 12/6/23, with regards to converting 1.00 limited duration FTE to regular
FTE with Central Oregon Health Council (COHC) grant funds, and
WHEREAS, Deschutes County Policy HR-1 requires that the creation of or increase in
FTE outside the adopted budget be approved by the Board of County Commissioners; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:

SUBJECT: Convert 1.0 FTE from limited duration to regular in Health Services
RECOMMENDED MOTION:
Move approval of Resolution No.2023-065 to convert 1.0 limited duration FTE to a regular
FTE position within the Health Services Fund.
BACKGROUND AND POLICY IMPLICATIONS:
In 2021 the Board approved a Central Oregon Health Council (COHC) grant to expand
services to vulnerable older adults living with mental health and substance use disorders.
The funds allowed Deschutes County Health Services (DCHS) to support two positions to
provide case management along with other supports which are not typically covered by
Medicare, such as pre-treatment and outreach and engagement services. The original grant
award was for $833,589 and the grant term was July 1, 2021 through June 2024.
Due to position vacancies, DCHS projects there will be $236,000 in grant funds unspent at
the end of the grant term. DCHS has received approval from COHC to extend the term of
the funding to continue this important work.
DCHS is seeking Board approval to convert one Behavior Health Specialist II (position
#3181, currently expiring on June 30, 2024) from limited duration to regular. The remaining
funds will cover the position through November 2025. DCHS is recommending this position
be converted to regular due to the increasing need for services and supports for our aging
community. It's estimated that by 2030, older adults will account for 24% of Deschutes
County residents, making this demographic the fastest growing segment of the population.
When COHC funding has been exhausted, DCHS will consider the future of this position
within the budgeting process.
BUDGET IMPACTS:
No impact for fiscal year 2024.
