BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON
A Resolution Increasing Appropriations
Within the 2023-24 Deschutes County * RESOLUTION NO. 2024-009
Budget
WHEREAS, the Solid Waste department presented to the Board of County Commissioners
on 4/3/24, with regards to using remaining Negus bond proceeds to snake the June 2024 debt
service payment on FF&C Series 2022, and
WHEREAS, ORS 294.471 allows a supplemental budget adjustment when authorized by
resolution of the governing body, and
WHEREAS, ORS 294.463 allows the transfer between appropriation categories within a
fund when authorized by resolution of the governing body, and
WHEREAS, it is necessary to reduce Program Expense and increase Transfer Out
appropriations by $910,000 in the Solid Waste Capital Fund, and
WHEREAS, it is necessary to recognize Transfer In revenue of $910,000 and increase
Contingency appropriations by $910,000 in the Solid Waste Operations Fund; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the following revenue be budgeted in the 2023-24 County Budget:

SUBJECT: Resolution No, 2024-009 adopting a supplemental budget to increase and adjust
appropriations within the Solid Waste Fund
RECOMMENDED MOTION:
Move approval of Resolution No. 2024-009 increasing and adjusting appropriations within
the Solid Waste Fund and the 2023-24 Deschutes County Budget.
BACKGROUND AND POLICY IMPLICATIONS:
Actual spending for the Negus Transfer Station construction project is projected to come in
slightly under the original amount funded through the 2022 $21 AM bond. Upon advice
from bond counsel and the Finance department, Solid Waste is requesting to transfer
$910,000 from Fund 613 - Solid Waste Capital to Fund 610 - Solid Waste Operations and
apply the remaining debt proceeds to the upcoming June 2024 debt service payment. This
$910,000 transfer was not included in the original budget and will exceed the Solid Waste
Transfer Out appropriations for fiscal year 2024; therefore, a budget adjustment is
required.
BUDGET IMPACTS:
If approved, Program Expense appropriations will be reduced in the Capital Fund by
$910,000 and Transfer Out appropriations increased by the same amount. Transfer In
revenue of $910,000 will be recognized in the Operations Fund and Contingency increased
by the same amount. Both funds are legally adopted as one fund known as the Solid Waste
Fund. The FY24 impact to Solid Waste collectively is neutral for the $910,000 transfer
between two funds.
