Mayor Fitch and Chair Adair called the workshop to order at 5:30 pm.
PRESENTATIONS & DISCUSSIONS
A. Department of State Lands Large Lot Industrial / Deschutes County Fairgrounds Master
Planning Initiatives and Transportation Needs /Deschutes County Transportation System Plan
Kittelson & Associates' Associate Engineer Matt Kittelson presented an update on Redmond and
Deschutes County transportation planning coordination. Highlights included South Redmond
transportation planning and projects, the Large Lot Industrial transportation evaluation and key findings,
challenges and opportunities, and next steps for working together as a community.
Mayor Fitch explained why McVey Avenue was the City's preferred alternative for a southern interchange.
Questions from the Council and the Commissioners were addressed with input from Public Works
Director/City Engineer Jessica MacClanahan. Chair Adair and Vice Chair DeBone supported pursuing
the McVey interchange. Mayor Fitch addressed asking the legislature for a waiver of the exception
process.
B. Managed Camp Strategy for County's 45 Acres
The Council and Commissioners discussed the possibility of a managed camp on 21 st Street, specifically
setting up a physical site with infrastructure, that would be run by a service provider. It was noted there is
a need for camp rules and the urgency to initiate a strategy.
Commissioner Chang pondered what could be accomplished on the site if the County used $1.5 million it
has remaining from the American Rescue Plan Act funds. Councilor Colvin suggested including a
portable office with electricity and security cameras, in the Request for Proposal for a facility with
managed services, noting this would help law enforcement.
Commissioner Chang supported the proposal of asking a provider to operate a managed camp.
The consensus of the Council and the Commission was to move forward with researching how a
managed camp would work for the homeless in Redmond, what would be needed from a physical
standpoint, and how much it would cost.

C. Discussion of Eastside Redmond Campus Land and Explore Deeding Acreage from County to
City
The Council and the Commissioners discussed the County deeding 13 acres for a transitional housing
project. Discussions centered on whether it is more beneficial to deed the land to the City who would
then lease it to someone else or for the County to lease it.
Commissioner Chang expressed confidence that the project would move forward whether the County or
the City managed the lease. No consensus was reached; however, Mayor Fitch encouraged the Council
and Commission to consider the matter between now and the meeting in May.
D. May 16, 2024, Water Summit: Vision and Purpose

Mayor Fitch explained the purpose of the water summit is to try to find a path forward for the Deschutes
Basin, particularly for the cities and surface water issues for the 2025 legislature. From the City's
perspective, he stated prohibition of access to water was not ideal and the mitigation of groundwater use
through conservation was the better approach.
The Commission would like the summit to address the analysis of water reuse recycling opportunities
legislated in the last long session.
The Council and the Commissioners discussed how exempt well properties are not regulated.
In other business, Chair Adair thanked the Council for its letter regarding Measure 110.
There being no further business, the meeting was adjourned at 6:45 pm.
