PRESENTATIONS & DISCUSSIONS A. Update on DSL Infrastructure Study and Fairgrounds Master Plan Commissioner Chang joined the workshop at this time. Public Works Director/City Engineer Jessica MacClanahan provided an update on the South Redmond Tract Large Lot Industrial Infrastructure Master Plan highlighting potential plans and cost estimates for essential infrastructure and outlined next steps. Deschutes County (County) Fair & Expo Director Geoff Hinds presented an overview of the Deschutes County Fair & Expo Center and its local economic impact, highlighting the 2024 year-to-date overview as well as visitation and trade area comparisons. Future plans were shared including the Request for Proposal for market research and the Strategic Master Plan development. B. Managed Camp Project Update Deschutes County Property Manager Kristie Bollinger provided an updated on the proposed managed camp north of Oasis Village. Deschutes County contracted with Hayes McCoy and stakeholders included City and County officials partnering with nonprofit service providers. The Department of State Lands is requiring that the homeless population be removed from the property before the 137.27 acres land exchange occurs. Mayor Fitch explained that the survey of the homeless population on the northeast side of Redmond was reviewed and there is approximately 60 places needed in the managed camp. City Council Joint Workshop Minutes October 22, 2024 Page 1 Mayor Fitch described the Jericho Road proposal for an 18,000 sq ft building for the managed camp, which would be a helpful component to the system and could eventually become a campground operated by the County. The managed camp is the only way to have an economical facility that will provide enough space for houseless people who want to use the space. County Commissioner Adair emphasized the importance of providing a safe place for homeless people who want to make the transition, finding a team to be onsite four days a week helping people, and permanent supportive housing, which will be funded by the State. Mayor Fitch and Councilor Zwicker noted the camp meets House Bill 3115 by providing a low -barrier access point for people to come off public rights -of -way. County Commissioner DeBone expressed support for the proposal and explained the transition does not need to be done in a negative way. Ms. Bollinger reported that the County amended the 10-year lease with the City providing approximately 12 acres including for Oasis Village. The amendment removes 9.27 acres so they can enter into a 65- year lease directly with Mountain View Community Development. Mayor Fitch stated the City supported the amendment and Mountain View's project. C. Solid Waste Franchise Agreement Update from County Deschutes County Director of Solid Waste Tim Brownell provided an update on the new franchise agreement and intergovernmental agreement (IGA) the County developed with the City of Redmond and City of Bend staff. Key highlights included County and City responsibilities and the timeline of the franchise agreement and IGA. He confirmed funding put into the State recycling system would come to the cities, noting how the funding will be used in the system is still to be determined. The disposal fee has already been increased $5 per ton in anticipation of customer service and reporting components. D. Northpoint Development Status Update Housing Program Analyst Linda Cline provided an updated on the Northpoint mixed -income neighborhood development highlighting benchmark timelines of infrastructure, housing finances and development, as well as the plan for Phase 1 construction in 2025. The goal is to have 400 to 435 units of housing, one-third of which must be affordable. Mayor Fitch and Ms. Cline brought to the Commission's attention the discovery of a planned County winter road maintenance yard 140 feet from the Northpoint property line. The City has submitted a statement to County planners requesting mitigation for noise. County Commissioner Adair stated that the County should talk about the matter, as people paying full price for their homes might be displeased. E. Elkhorn Park Annexation Mayor Fitch asked the County to support the City's intention to ask the legislature to allow a fast track or legislative amendment to bring 26 acres southeast of Ridgeview High School and outside the Urban Growth Boundary (UGB) into the city. The area needs to be developed as a park and a portion would likely go to the Redmond Fire and Rescue District for a new facility on the southwest side of town when an urgent need for more services occurs. County Commissioner Chang said he is happy to see the managed camp concept moving forward and appreciates the County and City working together on the common vision.
