Also present were Whitney Hale, Deputy County Administrator; Kim Riley, Senior Assistant County Counsel; and Brenda Fritsvold, BOCC Executive Assistant. This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website www.deschutes.org/meetings. CALL TO ORDER: Chair DeBone called the meeting to order at 9:00 am and noted the excused absence of Commissioner Adair, who is attending Visit Central Oregon's strategic retreat today. PLEDGE OF ALLEGIANCE CITIZEN INPUT: • Mark Dickens apologized for raising his voice when speaking with Commissioner DeBone by phone yesterday. Explaining that he has been dealing with a frustrating situation for eight years, he invited the Commissioners to attend a meeting he has scheduled tomorrow with County Counsel regarding his contention that a building official is abusing his authority. Consideration of Board Signature on letters thanking Debra Grinols and appointing Nancy Fontyn for service on the Ponderosa Pines East Special Road District 5. Consideration of Board Signature on letter thanking Jessica Vierra for service on the Behavioral Health Advisory Board 6. Motion Carried 2 - 0 ACTION ITEMS: 7. Recognition of Central Oregon Community College's 75th Anniversary The Commissioners welcomed Dr. Laurie Chesley who has served as president of Central Oregon Community College (COCC) for six years. Commissioner DeBone recalled that COCC is the first community college established in the state of Oregon. Dr. Chesley shared that COCC traces its origins back to a basement room of the old Bend Senior High School, and today serves over 12,000 students each year from Deschutes County and four neighboring counties. In response to Commissioner Chang, Dr. Chesley confirmed that a capital campaign is underway on a new building in Madras which will replicate COCC's early childhood education program, nursing program, CNA program, and medical assistants program while also including space for childcare. BOCC MEETING JANUARY 15, 2025 PAGE 2 OF 4 Commissioner De(cane noted that COCC helps people to earn credentials and be work -ready to launch or change careers. Dr. Chesley spoke to the college's robust pre -apprentice program in construction and said it is working to develop a similar program in manufacturing, with plans for an advanced manufacturing technology center in Redmond. Commissioner DeBone commented that the COCC Foundation works to raise funds for capital projects, programs and scholarships. Dr. Chesley said the Foundation awarded $2 million in scholarships last year. Commissioner Chang expressed appreciation for the opportunities which COCC has offered to the community for 75 years and remarked on the special partnership with the County's Public Health division to educate and train needed healthcare workers. Dr. Chesley added that partners such as Neighborlmpact have been instrumental in helping to address the region's childcare needs, and St. Charles will be involved as COCC develops a Bachelor of Science in Nursing program. Dr. Chesley concluded by inviting the Commissioners to attend COCC's upcoming State of the College event on January 291" OTHER ITEMS: • Commissioner Chang shared that he will be at a meeting of the Oregon Transportation Commission tomorrow. • Commissioner DeBone attended the State of the State address in Salem. • Commissioner DeBone attended the South County/La Pine Economic Development meeting yesterday where the topic of constructing an incubator spec building was discussed. • Commissioner DeBone noted various AOC meetings last Friday and this past Monday. • Commissioner DeBone referred to the upcoming 2025 legislative session and spoke to advocating for the County's road -related priorities, foremost among these the maintenance of the current Statewide funding ratio of gas tax revenues. • Deputy County Administrator Whitney Hale reported on the current recruitment to fill three positions on the Fair Board, saying the County has received 13 applications. Commissioners Chang and DeBone were both interested to participate in interviews for these positions and both also supported whittling down the number of persons to be interviewed. BOCC MEETING JANUARY 15, 2025 PAGE 3 OF 4 Hale reminded that the Board is scheduled to present at the annual Leadership Bend meeting next Tuesday. Jen Patterson, Strategic Initiatives Manager, shared a draft presentation for the Board's review. The Commissioners directed edits to the presentation. EXECUTIVE SESSIONS: At 9:41 am, the Board entered executive session under ORS 192.660 (2) (h) Litigation and ORS 192.660 (2) (d) Labor Negotiations. The Board also convened as the Governing Body for the Deschutes County 911 Service District for one of the matters pursuant to ORS 192.660(2)(d). At 10:45 am, the executive session concluded and the public was invited to return to the room. The Board then directed staff to proceed as discussed during the executive session.
