EXPLANATORY STATEMENT
This measure if approved by the majority of voters in this ® �
election modifies the boundaries of the City of Sisters to ® � _
include in its territory the remaining 28.75 acres of Tax Lot
15-10-04-1109 that is inside the current Sisters Urban C� -
Growth Boundary.This parcel is bordered by the current
City of Sisters industrial park on the West,the Sisters city
limits on the North, Camp Polk Road on the East and the

changed to include the land from the Eastern terminus of
the current city limits at the intersection of Camp Polk Road,
this point lies 392.89' feet South of the Eastern intersec-
tion of Barclay Way and Camp Polk Road, 959.09' South
along Camp Polk Road, West 661.18' along the current
city limits 213.22' North, 598.45' South, 213.35', West
300.83', North 455.18', to a point along the Eastern edge
of the industrial park,668.59'Northeast along the Eastern
boundary of the industrial park, 1113.74' East along the
current City of Sisters city limits to the point of beginning.
If this measure is approved the taxes on this parcel will be
added to the tax base for the City of Sisters and increase
revenue to the city.As the property is improved in the fu-
ture the increased assessed value will be added to the
total assessed value of the City of Sisters and create addi-
tional revenue for the city.The owner of the property has
submitted an application for a zone change of the 14.29
acres of this property lying west of Larch Street.This ap-
plication is for 4.61 acres to be zoned Light Industrial and
9.68 acres to be zoned Residential High Density.The own-
ers of this property have submitted a partition plat to cre-
ate a 2.33 acre parcel to be dedicated to the City of Sis-
ters as a park. Both applications are on file with the City
Planning Director and can be viewed at City Hall.

ARGUMENT STATEMENT IN FAVOR
Two years ago I asked the voters of Sisters to approve my
annexation of 13.50 acres of the Barclay Ranch.I told the
voters of Sisters I would seek a zone change to Light In-
dustrial and Commercial General and when approved that BEN
I would make the light industrial land available for uses EHRENSTROM
that would create family wage jobs.Since then Weitch has
began construction of a new manufacturing facility. If the
voters had not had approved the previous annexation those
jobs would have been lost to Bend or Redmond.The school
district land the voters approved is outside the Urban
Growth Boundary and will not be available for industrial
uses until the city and state expand the UGB.A yes vote kj
for this annexation will be voting yes to create more
land zoned Light Industrial.
