2025-60-Property Value Appeals Board Recorded 3/12/2025Recorded in Deschutes County CJ2025-60 Steve Dennison, County Clerk Commissioners' Journal 03/12/2025 1:12:14 PM Property Values Appeals Board Adjourning Meeting for 2024-2025 Session March 11, 2025 at 9:00 am Clerk's Office Vote -By -Mail Room, Deschutes County Service Building Present at Meeting: Steve Dennison, Deschutes County Clerk Mike Simpson, Board Member Matthew Latimer, Board Member Mike Walker, Board Member Peggy O'Donnell, Board Member Todd Straughan, Deschutes County Chief Property Appraiser Amber Trindle, Deschutes County PVAB Clerk Holly Veres, Deschutes County Assistant PVAB Clerk 1. Amber welcomed everyone a. Orders have all been signed and mailed. b. Summary of Actions has been sent to the Dept. of Revenue. c. The board will need new appointments by 10/15/25. Amber will reach out to current board members in August. d. Email acceptance of petitions and evidence worked well. e. The new timer and timing of hearings worked well, and we will do our best to use it next year. 2. Amber asked Todd to give a brief overview of adjudicated values as this came up during a hearing, but not all board members were present. If the board lowers a value, it becomes adjudicated, and the Assessor's Office is limited in what they can do with that value for the current year plus 5 years. 3. Todd passed out a worksheet that demonstrated an example of how exception value is calculated over 3 years of construction of a new structure. (Attached) 4. Matt asked about the value of manufactured homes once they are moved and discussed how they can be difficult to evaluate because homeowners feel they depreciate in value, which is not always true. Todd mentioned that homeowners should file for a trip permit to be added to their account when moving a manufactured home, which helps the Assessor's Office in valuation. 5. Mike Simpson liked asking the Assessor's Office for a "statement" instead of "recommendation" in the opening script. We will keep this change. 6. Mike Walker stated that he appreciated the prep work during broad training this session. 7. Todd and Steve both thanked the board for all their work and the service they provide to the community. 8. Amber mentioned she will add extra time between commercial hearings next year so that hearings do not run over their scheduled time, 9. Amber thanked the new board members who chaired for the first time. 10. Mike Simpson was very appreciative of the evidence the assessor representatives brought to each hearing and mentioned how prepared they all were. Prepared by Holly Veres.
