WHEREAS, the Oregon Department of Transportation is delivering the US97: Lower Bridge Way — NW 10th Street (Terrebonne) project ("Project'), which includes improvement of Smith Rock Way, 11th Street, A Avenue, B Avenue, C Avenue, Central Avenue, and Lower Bridge Way within the Terrebonne Unincorporated Community; and WHEREAS, said roads are part of the county road system under the jurisdiction and authority of Deschutes County; and WHEREAS, the parking of vehicles within the public rights -of -way of Smith Rock Way, 11th Street, A Avenue, B Avenue, C Avenue, Central Avenue, and Lower Bridge Way within the Terrebonne Unincorporated Community during construction of the Project will impede construction efforts and otherwise constitutes a safety hazard to the traveling public; and WHEREAS, it appears necessary that parking of vehicles be intermittently prohibited within the public rights -of -way of Smith Rock Way, 11th Street, A Avenue, B Avenue, C Avenue, Central Avenue, and Lower Bridge Way within the Terrebonne Unincorporated Community during construction of the Project; and WHEREAS, ORS 810.160 provides Deschutes County authority to regulate, control, or prohibit parking vehicles upon public roads under County jurisdiction; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON HEREBY ORDERS as follows: Section 1. That temporary no -parking zones be established as deemed necessary by the Road Department Director for the construction of the Project within the public rights -of -way of Smith Rock Way, 11th Street, A Avenue, B Avenue, C Avenue, Central Avenue, and Lower Bridge Way within the Terrebonne Unincorporated Community, Deschutes County, Oregon Section 2. That the Road Department, the Oregon Department of Transportation, or their contractors shall install appropriate signs or markings giving notice of the no -parking zones. Page 1 of 2- Order No. 2025-010 Section 3. That the signs installed pursuant to this order comply with applicable provisions of the Oregon Vehicle Code. Section 4 That this order shall become effective and have the force of law when signs or markings giving notice thereof have been placed. Section 5. BACKGROUND AND POLICY IMPLICATIONS: The Oregon Department of Transportation is delivering the US97: Lower Bridge Way - NW 10th Street (Terrebonne) project ("Project'), which includes improvement of several County roads within the Terrebonne Unincorporated Community, including Smith Rock Way, 11 th Street, A Avenue, B Avenue, C Avenue, Central Avenue, and Lower Bridge Way. The Project is f-i irrnntly 1 inrder construction, and County road improvement work, Which will include road widening and curb and sidewalk construction, is anticipated to begin in Spring 2025. Roadside parking along these road segments will impede construction activities. The adoption of Order No. 2025-010 will authorize the Road Department to implement temporary no -parking zones within active work areas during construction, making parking within these areas subject to immediate law enforcement action.
