WHEREAS, the Board of County Commissioners approved the extension of a 1.0 limited
duration FTE position on 5/28/2025 for the Health Services department, which will support the
Forensic and Acute Services (FAS) Program, and
WHEREAS, Deschutes County Policy HR-1 requires that the creation of or increase in
FTE outside the adopted budget be approved by the Board of County Commissioners; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF

SUBJECT: Approval of Resolution No. 2025-019 extending a limited duration 1.0 FTE Peer
Support Specialist position through June 30, 2026
RECOMMENDED MOTION:
Move approval of Resolution No. 2025-019 extending a 1.0 limited duration FTE from June
30, 2025, to June 30, 2026.
BACKGROUND AND POLICY IMPLICATIONS:
On May 28, 2025, the Board of County Commissioners approved Deschutes County Health
Services (DCHS) extending a 1.0 limited duration (LTD) full-time equivalent (FTE) position to
June 30, 2026. The Peer Support Specialist is dedicated to the Forensic and Acute Services
(FAS) Program, under Deschutes County Behavioral Health, providing services to individuals
who are involved with the criminal justice system as a result of their mental illness.
In 2024 FAS was selected to participate in a pilot program funded by the Oregon Health
Authority (OHA), focused on increasing engagement with individuals placed at the Oregon
State Hospital (OSH) who are unable to Aid & Assist. As a result of pilot program funding
two additional limited duration FTE were created, an administrative assistant and a peer
support specialist. The one-time funding from OHA was initiated in July 2024, and the
remaining funds can be spent beyond the end of FY 2025. Additionally, in April 2025 OHA
provided additional funding to supplement the original program funds; this additional
funding had not been factored into the original hiring decisions for the pilot staffing and
can also be spent beyond the end of FY 2025.
BUDGET IMPACTS:
$109,636 through Community Navigator Pilot Funds for Fiscal Year 2026.
