WHEREAS, on September 10, 2025, the Board of County Commissioners approved the
application of the Victims or Crime Act (VOCA) grant which would extend 2.00 Limited Duration
FTE from 09/30/2025 to 09/30/2026 if the grant is approved and up to 12/31/2025 if the grant is
not approved, and
WHEREAS, Deschutes County Policy HR-1 requires that the creation or increase of FTE
outside the adopted budget be approved by the Board of County Commissioners; now, therefore,

SUBJECT: Approval of Resolution No. 2025-040, extending 2.00 Limited Duration FTEs in
the District Attorneys Office for one year upon receipt of a VOCA grant
RECOMMENDED MOTIONS:
Move approval of Resolution No. 2025-040 extending 2.00 Limited Duration FTEs from
September 30, 2025 to September 30, 2026 within the Victim's Assistance budget.
BACKGROUND AND POLICY IMPLICATIONS:
On September 10, 2025, the District Attorney's Office received authorization from the
Board of County Commissioners to apply for the Victims of Crime Act (VOCA) grant, which
funds 2.00 Limited Duration FTE in Victim's Assistance.
Resolution No. 2025-040 would extend the following limited duration positions within the
DA's office through September 30, 2026:
• Position 1981 - 1.00 Victim's Advocate FTE
• Position 2153 - 1.00 Victim's Advocate FTE
The DA's office anticipates this grant will be formally awarded before September 30, 2025.
If the grant is not awarded, these positions will be extended for up to three months or no
later than December 31, 2025.
BUDGET IMPACTS:
Grant funds and personnel services appropriations are included in the FY 2026 adopted
budget. No budget adjustment is necessary.
