This would provide a position to support the program until 08/31/2027; and WHEREAS, ORS 294.338 allows increased appropriation of expenditures within a fund when authorized by resolution of the governing body for specific purpose grants, and WHEREAS, it is necessary to recognize Grant revenue of $60,195, increase Program Expense appropriations by $60,195 within the General Fund, and WHEREAS, Deschutes County Policy HR-1 requires that the creation or increase of FTE outside the adopted budget be approved by the Board of County Commissioners; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the following revenue be recognized in the Fiscal Year 2026 (FY 2026) County Budget: General Fund — District Attornev State Grant $ 60,195 General Fund Total $ 60,195 Section 2. That the following amounts be appropriated in the FY 2026 County Budget: General Fund — District Attorney Program Expense General Fund Total $ 60,195 $ 60,195 Section 3. BACKGROUND AND POLICY IMPLICATIONS: On October 29, 2025, the Deschutes County Board of Commissioners moved to authorize an intergovernmental agreement accepting Justice Reinvestment Program (JRP) funding for the 2025-2027 biennium. As part of that grant program, the District Attorney's Office will partner with Deschutes County Adult Parole and Probation to achieve the Justice Reinvestment goals of: 1) safe prison bed reduction for individuals with eligible drug, property, and driving crimes, and 2) a reduction in recidivism for clients on supervision for JRP eligible crimes. To do this, the DA's Office will use grant funds to hire a part-time, limited -duration Deputy District Attorney who will be dedicated to the JRP program. BUDGET IMPACTS: The resolution authorizes the hiring of a 0.50 FTE limited -duration position to support the Justice Reinvestment grant until August 31, 2027. • $170,406 Increase to State Grant Revenue $170,406 Increase to Program Expense: o FY 2026 Personnel Expense of $60,195 o FY 2027 Personnel Expense of $95,317 o FY 2028 Personnel Expense of $14,894 ATTENDANCE: Kathleen Meehan Coop, Management Analyst Cam Sparks, Budget & Financial Planning Manager
